Organization Mission: The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government for analyzing and integrating all intelligence possessed or acquired by the United States Government pertaining to terrorism and counterterrorism, and its Director serves as the National Intelligence Manager for Counterterrorism. NCTC also serves as the central and shared knowledge bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. And it conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the federal government.

Component Mission Statement: The National Counterterrorism Center (NCTC) Directorate of Terrorist Identities (DTI) has four primary responsibilities: 1) to maintain and enhance the USG's authoritative database on known or suspected international terrorists, the Terrorist Identities Datamart Environment (TIDE); 2) to expand processes for obtaining and integrating biometric and other identity centric data into TIDE; 3) to plan for policy initiatives which support the role of TIDE as a watchlisting tool for the Intelligence Community (IC) and screening agencies outside of the IC as well as to ensure robust Quality Assurance practices; 4) to support enhancements of TIDE through analysis of encounter data, emerging threat information, and written profiles on select persons and trends related to TIDE.
Group/Branch Information:
This position has multiple positions open for DTI TIDE Enhancements Group and Mission Integration and Outreach Group. Positions include TIDE database enhancements, biometric enhancements, Policy, Metrics and Quality Assurance.
Major Duties and Responsibilities:
Obtain “watchlist� nominations from various sources, including the Intelligence Community (IC), Department of Homeland Security (DHS), Department of State (DoS), Department of Defense (DoD), and the Federal Bureau of Investigation (FBI), and create or enhance records in its terrorist identities database, the Terrorist Identities Datamart Environment (TIDE).
Furnish the Terrorist Screening Center (TSC) with international terrorist identity information for inclusion in the United States Government's (USG) consolidated terrorist watchlist, the Terrorist Screening Database.
Track, identify, enter, and manage identity information on known or suspected terrorists in the TIDE system, and nominate an identity as a terrorist threat, in accordance with United States Intelligence Community-approved thresholds, Terrorist Identities Group-specific analytic procedures, and data rules.
Analyze all-source reporting to identify and manage identity information on known or suspected terrorists.
Assess all-source reporting to determine the identity data required to nominate a terrorist-associated individual for USG screening opportunities.
Facilitate collaboration in support of the integration of IC-wide terrorism analysis capabilities throughout the USG.
QUALIFICATIONS REQUIRED:
Knowledge, Skills, and Abilities Required:
Thorough knowledge of terrorist identities analysis, compilation, and dissemination, coupled with extensive knowledge of associated databases and watchlisting processes.
Thorough knowledge of IC organizations, policies, and procedures, and their requirements with regard to terrorist identities intelligence and analysis.
Thorough knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and how these organizations can effectively integrate their terrorist identities analysis capabilities.
Ability to communicate clearly, both orally and in writing.
Ability to logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.
Ability to develop effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and USG, and to earn their confidence and trust.
Interpersonal, organizational, and problem-solving skills, including an ability to work effectively at a senior level within an interagency environment on complex issues requiring negotiation and consensus-building.
Ability to work under pressure with strict deadlines while maintaining a high level of attention to detail.
You must be a U.S. citizen to qualify for this position.
You will need to successfully complete a background security investigation before you can be appointed into this position.
