This announcement will be used to fill positions under the Expedited Hiring Authority for Acquisition Positions. Acquisition positions are those that the Department of Defense has deemed as shortage positions to which agencies can recruit and directly appoint qualified persons. The primary purpose of these positions is to develop new, or modify methods and techniques to store, manipulate and transfer information by means of software design and analysis of web and database programs used in a management information system. Incumbents perform detailed design, code, and test of computer programs and software for computer networks used in support of a systems environment. Provides technical information to other scientists, engineers, and support personnel on the functions and operations of the application and operating system software used in the integrated network communications environment. Performs special operation program tests to assess performance in accordance with design specifications and time sequencing requirements.
QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree in computer science, or a bachelor’s degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have been in any combination of statistics and mathematics that included differential and integral calculus.
SPECIALIZED EXPERIENCE
In addition to the basic requirements, applicants must have one year specialized experience equivalent to at least the GS-11 (grade level, pay schedule, pay band, etc.) level in the federal service. Specialized experience is defined as applying the theoretical foundations of computer science, including computer system architecture and system software organization, in performing detailed design, code, and test of computer programs and software used in computer systems and computer networks.
The description of your work experience (OF-612, resume, or other acceptable written format) must clearly demonstrate that you have gained and currently possess the following knowledge, skills, and abilities:
1. Skill in applying the theoretical foundations of computer science techniques, methods, and theories, principles and procedures, and information structures/theoretical models for such representation and transformations.
2.Ability to develop new or modify methods and techniques to store, manipulate and transfer information as it applies to networks and database programs/information systems.
3.Working knowledge of computer operating systems and computer programming languages and development tools, for example, Java/J2EE, SQL, PL/SQL, HTML/DHTML, XML/XSL, JSP, CSS, ADA, C, C++, C#, Java, JavaScript, VB6, Hibernate, Spring, Ant, Oracle Application Server 10g /11g, Toad, SQL Developer, Eclipse, Jdeveloper, and Oracle Developer Suite 10g.
4. Ability to communicate effectively orally and in writing, to provide guidance and customer support, to exchange technical information, and to render decisions and opinions.

1. These positions have been designated as acquisition positions and are covered by the Acquisition Professional Development Program (APDP). Work requires the appropriate APDP certification and employees will be required to maintain certifications through appropriate training within established deadlines.
2. Employees must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of each position.
3. Employees are expected to meet Continuing Acquisition Education Requirements.
Physical Demands: The work is primarily sedentary, but requires some physical exertion such as walking, bending, crouching, and lifting as may be typical in a software support facility. Occasional lifting of moderately heavy items is required. No special agility or dexterity is required.Working Environment: Most work is in an office environment, but may require activity in maintenance shop areas, and in a laboratory environment.
Incumbent is required to travel via military or commercial aircraft in accordance with the Joint Travel Regulations.
Incumbent may be required to work overtime.
Incumbent may be required to acquire and maintain an appropriate security clearance.
