About the Position: This position may be located in various locations throughout Afghanistan. The Afghanistan Engineering District has a District headquarters and various resident offices to execute the projects throughout the country. The position is under the supervision of the District commander within AED.
The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. To be successful in this position, you will need to (a) know your job; (b) be situationally aware; (c) be healthy; and (d) treat every individual with dignity and respect.

Participates in negotiations as required, and advises negotiators and other technical personnel on contractual matters such as type of contracts which may be used, extent of local authority for various contract actions, requirements for general contract provisions and procedures. Takes all actions for complete documentation of files to ensure adherence to legal and regulatory requirements, and recommends award of the contract to the contracting officer. In contract terminations, for both Government convenience and contractor default, reviews and analyzes contractor's settlement and supporting documentation, recommends approval or disapproval and prepares final settlement modification for execution on contracts including prime and subcontractors. Reviews all contract documents for compliance with acquisition policies and procedures. Prepares and transmits all required procurement action reports related to projects processed and, when necessary, justifies to higher authority.

General Schedule
Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs.
Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.
Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements. DOD Qualifications Standard for 1102 series applies. 1 year of Specialized experience at the GS-9 level that equipped the applicant to perform the duties of the position such as: In contracting principles and procedures, sealed bidding and competitive proposals, negotiation techniques and skills in devising negotiation strategies to deal with contractors in resolving such problems as reducing costs, adjusting delivery schedules, etc. and in analyze cost and pricing data and contract proposals, and to evaluate the offer.
