About the Position: This position may be located in various locations throughout Afghanistan. The Afghanistan Engineering District has a District headquarters and various resident offices to execute the projects throughout the country. The position is under the supervision of the District commander within AED.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. At the employee¿s discretion, assignment duration may be 6 months to 1 year. Assignments may be Temporary Change of Station (TCS) or Temporary Duty (TDY), whichever is more cost effective to the organization. For TCS assignments of 6 month to 1 year duration TCS entitlements will be authorized.

Participates in negotiations as required, and advises negotiators and other technical personnel on contractual matters such as type of contracts which may be used, extent of local authority for various contract actions, requirements for general contract provisions and procedures. Takes all actions for complete documentation of files to ensure adherence to legal and regulatory requirements, and recommends award of the contract to the contracting officer. In contract terminations, for both Government convenience and contractor default, reviews and analyzes contractor's settlement and supporting documentation, recommends approval or disapproval and prepares final settlement modification for execution on contracts including prime and subcontractors. Reviews all contract documents for compliance with acquisition policies and procedures. Prepares and transmits all required procurement action reports related to projects processed and, when necessary, justifies to higher authority.

General Schedule

This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs.

Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.

Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements. DOD Qualifications Standard for 1102 series applies. 1 year of Specialized experience at the GS-9 level that equipped the applicant to perform the duties of the position such as: In contracting principles and procedures, sealed bidding and competitive proposals, negotiation techniques and skills in devising negotiation strategies to deal with contractors in resolving such problems as reducing costs, adjusting delivery schedules, etc. and in analyze cost and pricing data and contract proposals, and to evaluate the offer.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.

GS-11: Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level, or 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Individuals who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 20, 2000, are also exempt from meeting this requirement.
