About the Position: This position may be located in various locations throughout Iraq. The position is under the supervision of a District commander within GRD.
The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. Participates as a team member performing pre-inspections, inspections, surveys, and studies of Corps of Engineers Divisions, Districts, and Separate Field Operating Activities worldwide, to analyze, assess, and evaluate the inspected activity's compliance with Public Law, Federal codes, Department of Defense (DoD), Department of the Army (DA), and Army Corps of Engineers (USACE) policies, rules, regulations, practices, and procedures applicable generally, but not limited to, acquisition. Inspects acquisition functional areas at selected USACE/COE activities that have an assigned acquisition mission. Areas include, but are not limited to, organization, staffing, management, programming, planning, training, and methods used at the inspected activity to issue solicitations, conduct source selections, award contracts, finance contracts, administer and close contracts. Assists in planning and scheduling inspections.

General Schedule
Foreign post differential of 15-35% is authorized while TCS/TDY to a downrange location. Additional compensation of 15-35% over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.
This is an Army Acquisition and Technology Workforce position. Applicants must meet position requirements of certification at Level II in Acquisition Position Category (Contracting) within 18 months of entrance on duty. (Certification requirements may be found in the Defense Acquisition University Catalog at http://www.dau.mil/.) NOTE: The education requirements listed below apply only to individuals entering DOD 1102 positions on or after October 1, 2000. Current civilian personnel in DOD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DOD on or before September 30, 2000, are exempt from meeting this requirement.
