About the Position: This position may be located in various locations throughout Iraq. The Gulf Regional Division (GRD) in Iraq has three subordinate districts and a division headquarters to execute the projects throughout the country. The position is under the supervision of the National Contracting Organization, USACE.
The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. This position is the senior contracting/acquisition advisor to the Gulf Regional Division (GRD) Commander, his deputies, and his corporate staff. In this position, you would prepare or direct the implementation of contracting policies to assure compliance with statutory and regulatory acquisition directives and guidance. You would also maintain extensive contacts to discuss contract related issues, provide information, and resolve issues and direct procurement oversight of subordinate contracting and contract administration activities. As a GRD manager, the position is responsible for providing leadership and accomplishing personnel management and EEO goals for a subordinate staff of 20 employees, including Contract Specialists, Procurement Analysts and one Cost/Price Analyst. General Schedule Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.
Foreign post differential of 15-35% is authorized while TCS/TDY to a downrange location. Additional compensation of 15-35% over basic compensation will be granted to employees for service at designated danger pay costs.
Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.

The Acquisition Position Category (APC) is (Contracting or Puchasing).¿ Army A&TWF applicants should have Corps Eligible (CE) status or AAC membership documented on their ACRB. The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree.
