About the Position: This position may be located in various locations throughout Iraq. The Gulf Regional Division (GRD) in Iraq has three subordinate districts and a division headquarters to execute the projects throughout the country. The position is under the supervision of District or Division commander within GRD.
The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. Serves as Contracting Officer on all significant (high dollar, complex or special interest) contracts. Exercises full breadth of authority through participation in acquisition planning, contract formation, partnering, administration, resolution of disputes, and claims by means of issuing Contracting Officer Decisions (CODs) and subsequent contract modifications. Exercises delegated authority to appoint Ordering Officers, Administrative Contracting Officers, Contracting Officer's Representatives, and similar positions in the contracting process.Develops long-range organizational plans and goals through subordinate organization chiefs, assigns work to subordinates determining work schedules and priorities.Advises Commander of Contracting Division's work relationship to District Programs. Furnishes periodic work status reports on all contracting actions and programs. Recommends performance-based awards and bonuses for subordinate supervisors and other key officials.

General Schedule
Foreign post differential of 35% is authorized while TCS/TDY to downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs.
Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas.
Specialized experience is defined as experience that equipped the applicant to perform the duties Serves as Contracting Officer on all significant (high dollar, complex or special interest) contracts. Furnishes periodic work status reports on all contracting actions and programs. Keeps the Commander apprised of contracting issues and problems. Either personally or through administrative contracting officers performs the following contract administration functions. Incorporates changed contract requirements or settles issues that develop after contract placement. As necessary resolves contract disputes and claims. P>This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737): - Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.- Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employ
