About the Position: This position may be located in various locations throughout Afghanistan. The Afghanistan Engineering District has a District headquarters and various resident offices to execute the projects throughout the country. The position is under the supervision of the District commander within AED.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. To be successful in this position, you will need to (a) know your job; (b) be situationally aware; (c) be healthy; and (d) treat every individual with dignity and respect.

  • At the employees discretion, assignment duration may be 6 months to 1 year. Assignments may be Temporary Change of Station (TCS) or Temporary Duty (TDY), whichever is more cost effective to the organization. For TCS assignments of 6 month to 1 year duration TCS entitlements will be authorized.

    Reviews and analyses contract proposals, government estimates, technical reports, drawings and specifications for propriety and completeness in the use of contract negotiations and award process of contract modifications or new construction contracts. Reviews contractor's proposed working schedules for logic, adequacy and to determine construction schedules will be met. Coordinates construction operations with contractors. Prepares daily report of activities of construction progress, quantities of materials or other pay items placed, weather conditions, reasons for delays in construction, instructions given to contractor, and any unusual circumstances encountered. Attends safety meetings conducted by Resident Engineer and/or contractor's representative, and advises contractor personnel in all matters relating to safety.   • **Electrical Engineer pay from $57,799 to $72,658**

    This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

    Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs.

    Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.

    Specialized Experience is experience that equipped the applicant to perform the duties of the position such as: 1) A comprehensive, intensive, knowledge of, and extensive experience and skill in applying a wide range of concepts, practices, regulations, policies, and precedents concerned with a variety of construction methods and procedures. 2)Ability to carry out the full range of both field engineering functions for all of the construction projects assigned to the office. 3) Skill and ability to develop new or modified work methods, approaches, or procedures; and Ability to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
