About the Position: This position may be located in various locations throughout Afghanistan. The Afghanistan Engineering District has a District headquarters and various resident offices to execute the projects throughout the country. The position is under the supervision of the District commander within AED.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. To be successful in this position, you will need to (a) know your job; (b) be situationally aware; (c) be healthy; and (d) treat every individual with dignity and respect.

As a cost engineer, you will work in a collaborative environment, with moderate supervision. Utilize MII and PACES to compile ROM, CWE, IGE and mod estimates for wide range of projects in the AED construction program, to include roads, bridges, airfields, water supply, sewage treatment, power generation & all types of vertical construction. A-E and O&M contracts also require cost input. Apply professional knowledge of construction, adapted for the Afghanistan environment, to account for crews, equipment, material/transportation, productivity, & other inputs to complete estimates for programming, project development and bid openings. Most work is Design-Build, requiring development of estimates with minimal drawings & details, past project info or other staff expertise, as guidance. General Schedule

Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.

One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.

GS-12 and above: Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level.
