About the Position: This position may be located in various locations throughout Afghanistan. The Afghanistan Engineering District has a District headquarters and various resident offices to execute the projects throughout the country. The position is under the supervision of the District commander within AED.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. Serves as the authoritative source to Project Managers for decisions and guidance dealing with conflicts, compromises, and changes to the projects. Ensures the team members complete projects on time, and within budget and scope.The projects are large, highly complex, unique, and are complicated by the fact that they are directed far removed from the project construction sites. Coordinates and manages all aspects of programs throughout their life cycle. Ensures the orderly transfer of completed construction projects to host country officials. Provides executive level oversight for the multi-million dollar programming, planning, design, and construction program funds from conceptual stages through project completion, including providing periodic reports, and reprogramming actions to high level foreign government officials. General Schedule

This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area. Specialized Experience is experience that equipped the applicant to perform the duties of the position such as: (A)Ensures that PMs function as the project team leaders, coordinating the efforts of team members from a variety of District technical divisions as well as the customer, government agencies, and higher headquarters to complete projects on time, and within budget and scope.

(B) Manages projects are large, highly complex, unique, and far removed from the project construction sites. Coordinates and manages all aspects of programs throughout their life cycle including design, construction schedules, procurement schedules, and that commitments are realistic.

(C) Provides executive level oversight for the multi-million dollar programming, planning, design, and construction program funds including providing periodic reports, and reprogramming actions to high level foreign government officials.

GS-12 and above: Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level.
