DUTIES:(The duties described reflect the full performance level of this position)

Performs timber sales preparation duties such as the completion of environmental assessment reports and environmental impact statements, determining sale boundaries and layout, acceptable marking and cutting methods, the type of cruise needed, and preparation of the final logging plan. Participates as a member of an interdisciplinary team to ensure that timber sales activities meet the requirements of the National Environmental Policy Act (NEPA).

Performs duties related to the administration of timber sales contracts.



QUALIFICATIONS REQUIRED:

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 05: BASIC REQUIREMENTS



A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in forestry; or a related subject-matter field that included a total of at least 30 semester/45 quarter hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester/36 quarter hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

--Management of Renewable Resources----study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

--Forest Biology----study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

--Forest Resource Measurement and Inventory----sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

1. The applicant must have completed one (1) year of graduate level education OR be eligible for the superior academic achievement provision when it provided the applicant with the knowledge, skills, and abilities necessary to do the work of the position.

2. One (1) year of specialized experience equivalent to at least GS-5.

Specialized experience at the GS-07 level includes, but is not limited to: receiving formal and on-the-job instructions and training on the practical application of basic forestry principles, theories, methods, practices, and techniques; receiving training in the organization's operations, such as pertinent laws and governing regulations, their application and enforcement, production practices employed in the industry, and the means for evaluating and securing compliance with legal requirements; developing and coordinating networks and contacts beneficial to the successful performance of assignments, such as interacting with colleagues and supervisors, demonstrating the ability to work cooperatively with other persons; and/or receiving training to provide an understanding of and exposure to laws, regulations, and administrative policies employed in forestry work.

Specialized experience at the GS-09 level includes, but is not limited to: assisting in evaluating well-established programs and assisting in providing technical advice on conventional projects of moderate difficulty that required no significant deviation from established methods and techniques; assisting in analyzing a wide range of technical issues in relation to forestry land management and/or providing advice and assistance on forestry resource management policies and practices; assisting with specific timber sale contracts, ensuring that all contract provisions were enforced and that proper measures were taken to protect or enhance values in accordance with contract objectives; conducting cruises of timber stands to determine volume of merchantable timber, species composition, accessibility, and environmental constraints; and/or collecting timber compartment and stand prescription data.
