Performs internal placement duties that include conducting job analysis, preparing promotion and placement products, and issuing promotion and referral certificates. Conducts external recruitment by developing multiple recruitment strategies utilizing such sources as veteran readjustment, reinstatement, and direct hire appointment authorities. Performs difficult staffing functions for Title 5 and Title 38 positions using a variety of recruitment sources and procedures to attract qualified candidates. Performs internal placement duties, including carrying out special placement activities and providing interpretation and assistance on the VA merit promotion program for an organization that will generate difficult problems due to its complex structure or instability caused by rapid changes in technology. Reviews and interprets draft regulations, standards, or other guides for impact on the recruitment program. Provides comments to supervisor or requesting agency. Determines the degree of compliance with regulations and other employment program requirements for a virtual customer base. Administers a program to provide internal/external placement, including carrying out special placement activities and providing interpretation and assistance. Researches cases and prepares/provides detailed documentation and/or responses for resolution of formal grievances and complaints on qualifications ratings or related merit promotion actions. Executes special recruitment programs to attract well-qualified candidates for positions where applicants are in short supply, utilizing imaginative approaches and simultaneous searches for candidates from sources outside the existing work force. Provides management advisory services in conformance with established criteria to resolve conventional problems that arise in administering an applicant recruitment program for serviced organizations. Assists in the training and development of junior HR Specialists and HR Assistants. Participates as an agency representative at job fairs and recruitment events. Writes articles for the HR newsletter and develops and presents lunch and learn topics as assigned.
QUALIFICATIONS REQUIRED:
GS-12: At least a one year of specialized experience equivalent to the GS-11 in Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include: Comprehensive and thorough knowledge of laws, regulations, executive orders, court decisions, and issues related to the various Federal HR programs, including Delegated Examining Unit (DEU) rules, regulations, and procedures, assigned to the position and skill to apply this knowledge to a variety of difficult and complex work assignments. Knowledge of the interrelationships of various HR specialties as they relate to system processes/functions/capabilities and the infrastructure supporting the HR information system(s). Skill in providing advice and guidance to management officials on a variety of complex HR issues. Ability to explain recruitment and placement processes, rules, regulations, and laws and suggesting crediting plan changes and methodologies to management. Ability to skillfully communicate both orally and in writing making recommendations. Ability to interpret standards and other HR policies.

General experience in assisting with DEU and MPA announcements, creating certificate of eligible's, reviewing applications and applying qualification procedures, and providing guidance on applying veterans preference. Has some experience in giving oral reports regarding HR programs or processes and giving out HR guidance via email, phone, or in person.
