About the Position: The Army Contracting Command provides customers with value-added acquisition business solutions that support the Joint Warfighter; effects acquisition of equipment, services, and supplies; prescribes rules and regulations on behalf of the Commanding General on acquisition matters; provides specialized acquisition-related functional services; and maintains command capability for monitoring deliverables against contractual requirements.

The employee must meet Defense Acquisition Workforce Act (DAWIA) requirements applicable to the duties of the position. This is an Acquisition Position and requires Level III certification in Acquisition Career Field Contracting. A requirement of this job is to successfully complete the Civilian Education System Advanced Course (CES) within 24 months of placement in this position. Failure to fulfill this requirement may result in a change to lower grade. Selectee must sign a statement agreeing to complete the course within the timeframe specified above

    Serve as a Senior Procurement Analyst responsible for the analysis and evaluation of contracting matters, and for the initiation, development, and recommendation of contracting policies, procedures, guidance, and controls for the Army Contracting Command. Evaluate and recommend disposition on requested waivers to statutory and regulatory requirements and utilize knowledge of business and industry practices to develop policies. Review, evaluate, and provide specific guidance concerning contracting policies/procedures, solicitation/contractual documentation relative to Government facilities, special tooling, special test equipment, component breakout, warranties, recovery of nonrecurring costs, high dollar spare parts breakout program, industrial preparedness, production planning, and interdepartmental coordinated procurements (MIPRs and non-DOD). Responsible for providing program support and position action needed for the successful implementation of high priority/visibility programs.

  • THIS IS AN OPEN CONTINUOUS VACANCY ANNOUNCEMENT. There may be multiple cutoff dates dependent on management needs. Applicants must show in their resume that they have one year specialized experience equivalent to the next lower grade (GS-12) in the Federal Service. Specialized experience is experience which is in or related to the duties of the position to include: 1) Knowledge of government contracting laws and policies 2) Knowledge of the practices of business and industry 3) Knowledge of developing acquisition policies and procedures systems, which include defining associated problems and analyzing alternatives in recommending the development of new system change requests for existing systems. 4) Knowledge of regulations, statutes, and related material to develop local supplements and operating instructions for procurement automated systems.
  • The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
  • One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.
  • Must have 52 weeks of Federal service at the next lower grade (or equivalent).
  • Demonstrated work experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
  • The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.
  • GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.
  • A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Individuals who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 20, 2000, are also exempt from meeting this requirement.   • Defense Acquisition Workforce Improvement Act Career Field Position.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level 3 in Acquisition Career Field Contracting within 24 months of entrance on duty.
