    Serves as a warranted Administrative Contracting Officer (ACO) responsible for the administration of a group of contracts such as fixed-price; fixed-price with incentives; cost-plus fixed fee; basic ordering agreements (BOA); commercial contracts; and hybrid contracts containing a mixture of types and provisions. Performs required contract administration functions, such as determining eligibility and verifying evidence of contractor's progress for approval of contract financing, progress payments, and performance based payments, reviewing and making recommendations on pricing reports; reviewing and negotiating spare parts orders; reviewing and providing recommendations on contractor proposals; or negotiating and monitoring contractor¿s compliance with contract, regulatory, and statutory provisions. . Negotiates directly with contractor personnel to obtain an agreement. Recommends or issues changes to contracts, highlighting conditions that could jeopardize contract performance.

  • SPECIALIZED EXPERIENCE: To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to GS-11. Specialized experience is defined as demonstrated experience using contract administration principles, policies, regulations, and procedures to administer a group of contracts; using negotiation techniques to conduct post award negotiations, using business industry practices to identify factors affecting contractor's costs and monitoring and evaluating the progress and performance of contracts.

    Basic Requirement: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Individuals who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 20, 2000, are also exempt from meeting this requirement. Candidates who do not provide this information will not be referred.
