THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Army meet our mission requirements for the acquisition of systems, equipment and facilities.
For appointment to the position, candidates meet or will meet DAWIA certification requirements within the specified timeframes.

Expert in the areas of missile defense modeling and simulation analysis, high fidelity end-to-end modeling & simulation analysis, target modeling techniques and lethality coding methodologies. The incumbent will perform technical analysis tasks for the evaluation of missile defense system design & performance using high fidelity end-to-end simulations; coordinate software simulation verification, validation, and accreditation (VV&A) activities and execute system performance studies and system trade studies; serve as the authority on end-to-end weapon system performance evaluation and will coordinate with the weapon system program managers; design, implement and apply complex software simulations throughout the weapon system lifecycle.

General Schedule
RDECOM IS A DEMONSTRATION LABORATORY, and positions are placed in paybands. The payband for this position, DB-03, is equivalent to GS-12 through GS-13. Candidates must meet the minimum standards for entry into the DB-03 payband, which is GS-12.
***SPECIALIZED EXPEREINCE: In addition to meeting the basic requirements, applicants must have at least one year of specialized experience equivalent to the next lower level (GS-11 or DB-02) in the Federal service, which includes: Experience in either missile defense modeling and simulation analysis; the development and execution verification, validation, and accreditation(VV&A)processes; or in assessment of lethality, debris fields and weapon system performance.
To be rated highly qualified the applicant must possess at least three(3) of the five(5) HQC below:
1. Expert in conducting analysis and assessment of performance of highly complex modeling and simulation systems.
2. Expert in developing and executing verification, validation and accreditation (VV&A) processes and procedures as they relate to systems of system integrated models and simulations.
3. Analyze missile system effects in simulation output data specific to root cause, anomalous or sub-standard performance.
4. Recognized authority in the investigation, analysis, and assessment of a variety of air and missile defense system attributes issues including lethality, debris fields, and overall weapon system performance.
5. Expert in analysis of highly complex modeling and simulations systems in the areas of design, implementation, validation, and application of simulations throughout the system lifecycle.
