The incumbent serves as full assistant to the Chief, Human Resources Management Service (HRMS) and has delegated responsibility for the planning, direction, control, coordination, operation and evaluation of the North Florida/South Georgia Veterans Health System (NF/SG VHS) human resources management function of the scope, variety, and quality prescribed in VA Handbooks, CFR, and related policy issuances of the Department of Veterans Affairs and other interested agencies of the government.

The incumbent serves as full assistant to the Chief, Human Resources Management Service (HRMS) and has delegated responsibility for the planning, direction, control, coordination, operation and evaluation of the North Florida/South Georgia Veterans Health System (NF/SG VHS) human resources management function of the scope, variety, and quality prescribed in VA Handbooks, CFR, and related policy issuances of the Department of Veterans Affairs and other interested agencies of the government. He/she supervises and directs HRMS, thereby relieving the Chief, HRMS to provide broad and in-depth support to top management in the overall operation of the NF/SG VHS.The incumbent also participates in the formulation of human resources policies.In the absence of the Chief, HRMS maintains a close working relationship with the Medical Center Director, Associate Director, Chief of Staff and all Service Chiefs.Constantly evaluates program activities; insuring appropriate response to the broad needs of management; and initiates changes and revisions to human resources administration policies, implementing operating instructions and carrying them out when they are approved.The incumbent must be fully aware of the local Affirmative Action Plans and participates to the maximum extent.Provides staff service, advice and guidance to all supervisory levels on human resources management principles, techniques, and on acceptable personnelpractices as well as technical advice on propriety of statutory, regulatory and procedural requirements.

QUALIFICATIONS REQUIRED:Candidates must be citizens of the United States.One year of specialized experience equivalent to at least the GS-12 level.Specialized experience is that which demonstrated a broad working knowledge of Federal civilian personnel rules and regulations. Time-in-grade requirements must be met.

You must be a U.S. citizen to qualify for this position.

After appointment, you will be subject to random testing for illegal drug use.

You will need to successfully complete a background security investigation before you can be appointed into this position.
