JOB SUMMARY:

A Recruitment Incentive or Relocation Incentive may be authorized in filling this vacancy.Excludes Guaranteed Home Buy Out (GHBO).This is a non-bargaining unit position.  Gives comprehensive Human Resource (HR) advice and assistance to top management, service line directors, other management officials, employees, Regional Counsel, ORM, the unions and other officials as appropriate.

Serves as a generalist giving advisory and technical guidance to those assigned individuals/organizations identified above in recruitment and staffing issues, position management and classification, employee benefits, performance management and competency issues, compensation and pay issues, and other related HR areas.  Serves as the primary contact, advice and guidance includes comprehensive HR principles, laws and methods in order to resolve a wide range of problems/issues.  Reviews all assigned recruitment requests ensuring all required documentation is submitted by services.  Uses all extensive recruitment sources to obtain a list of best-qualified candidates for each position vacancy.  Reviews position vacancy files, assists with rating and ranking candidates, job panels, and certificates as needed. Reviews all assigned positions for correct pay administration.  Uses pay setting and adjusting techniques.  This includes pay for title 5 and title 38 employees, special rates, locality pay, grade and pay retention, premium pay, etc. Extends full range of authority to meet and/or exceed needs of the customer.  Tact and professionalism will be maintained at all times. Confidentiality will be maintained at all times.



QUALIFICATIONS REQUIRED:

QUALIFICATION REQUIREMENTS: OPM's Group Coverage Qualification Standards for Administrative and Management Positions.





GS-09: One year of specialized experience equivalent to at least GS-7 or master's or equivalent graduate degree or two years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.





GS-11: One year of specialized experience equivalent to at least GS-9 or Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related.





GS–12: One year of specialized experience equivalent to at least next lower grade level.





SPECIALIZED EXPERIENCE:Experience that equipped the applicant with theparticular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.



You must be a U.S. citizen to qualify for this position.

You will need to demonstrate proficiency in writing, reading and speaking
English

You will need to successfully complete a background security investigation before you can be appointed into this position.

You must meet time-in-grade restrictions by the closing date of this announcement.
