The incumbent advises on work in any of the phases or systems of budget administration. The work is concerned with the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget request; control, and reporting of obligations and expenditures. Work may include development, determination, and interpretation of budgetary policies and practices. The incumbent analyze and recommend cost and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Incumbent analyzes and evaluates financial and accounting policies, systems, and proposed system changes. Identifies financial needs not met by prescribed systems, recommends improvements in accounting and financial procedures or services and submits systems change requests. Incumbent recommends requirements for data flow controls and output requirements necessary for the design of financial automated systems. Implements or modifies financial management sub-systems and applications. Coordinates and analyzes accounting procedures to resolve operational problems. Incumbent provides technical trend analysis and advice for management decision making and evaluation of possible problem areas. Develops and issues training instruction, provide user training and assistance on systems applications, responds to user questions, and resolve problems. Incumbent performs customer service representative functions for civilian labor time and attendance as well as civilian payroll processing.
