About the Position: The position is under the supervision of a District commander within GRD.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. At the employee's discretion, assignment duration may be 6 months to 1 year. Assignments may be Temporary Change of Station (TCS) or Temporary Duty (TDY), whichever is more cost effective to the organization. For TCS assignments of 6 month to 1 year duration TCS entitlements will be authorized.

You will: accumulate data & prepare justification of Command Operating Budget, Budget Execution Review, etc.; prepare estimated appropriation reimbursement activity for current appropriations & budget fiscal years, annual & quarterly Financial Management Plans; prepare Annual Operations & Maintenance, Army Obligation Plan & schedules resources by month & budget program; monitor incoming documents to military appropriation reimbursement activities; plan, coordinate & prepare District Office & field offices operating budgets; maintain central control over direct civil & military appropriated funds; reconcile the Corps of Engineers Financial Management System (CEFMS) to assure accuracy of funds received and utilized; make request for additional funds as determined necessary and revoke excess funds.

General Schedule

NOTE: This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade.

NOTE: Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor.

Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined.

Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

NOTE: Foreign post differential of 15-35% is authorized while TCS/TDY to a downrange location. Additional compensation of 15-35% over basic compensation will be granted to employees for service at designated danger pay costs.

NOTE: Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.

SPECIALIZED EXPERIENCE is experience that has equipped the applicant to perform the duties of the position such as: Knowledge of preparing annual budgets, budget policy, skill in analytical reasoning and disbursements.
