About the Position: The position is under the supervision of a District commander within GRD.The Gulf Regional Division (GRD) in Iraq has three subordinate districts and a division headquarters to execute the projects throughout the country. The position is under the supervision of a District or Division commander within GRD.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation.     Serves as Accounting Technician in the Resource Management Finance and Accounting Branch. As Customer Service Representative (CSR) for assigned employees, responsible for a variety of financial services including the overview of payroll data entered into the Automated Time and Attendance system in CEFMS. by assigned timekeepers within the district, as well as the maintenance of any payroll input data entered into the Defense Civilian Payroll System (DCPS). Reviews system reports, maintains records, and provides guidance and assistance for database systems to employees when requested. Position requires extensive knowledge of pay regulations, personnel regulations, Comptroller General Decisions, the Financial Management Regulation (FMR) and any Defense Finance and Accounting Service (DF AS) policies and/or procedures pertaining to pay and leave administration and the maintenance of accounting data in financial systems. Serves as the Primary Activity Program Coordinator (APC).

    General Schedule
  • This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor.

    Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined.

    Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

    Foreign post differential from 15-25% is authorized while TCS/TDY to a downrange location. Additional compensation of 15-25% over basic compensation will be granted to employees for service at designated danger pay costs.

    Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.

    Specialized experience is experience that equipped the applicant to perform the duties of the position such as: Incumbent is responsible for a variety of financial services including the overview of payroll data input data entered into the Automated Time and Attendance and Production System by assigned timekeepers, as well as, the maintenance of any payroll input data entered into the Defense Civilian Payroll System (DCPS). Position is responsible for the review and maintenance of Commitments, Obligations and Expenses as it relates to the clearances of Negative Unliquidated Obligations (NULOs) and Unmatched Disbursements (UMDs) and recorded in the Appropriation Accounting System (AAS).

    Position requires extensive knowledge of pay regulations, personnel regulations, Comptroller General Decisions, the Financial Management Regulation (FMR) and any Defense Finance and Accounting Service(DFAS) policies, and/or procedures pertaining to pay and leave administration and the maintenance of accounting data in financial systems. Incumbent must have extensive knowledge of the duties and responsibilities assigned to the Agency's Primary Activity Program Coordinator (APC) for the Government travel credit card program.
