About the Position: The position is under the supervision of a District commander within GRD.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation.   • At the employee's discretion, assignment duration may be 6 months to 1 year. Assignments may be Temporary Change of Station (TCS) or Temporary Duty (TDY), whichever is more cost effective to the organization. For TCS assignments of 6 month to 1 year duration TCS entitlements will be authorized.

    Performs staff planning and management functions in both physical and personnel security administration. Assures implementation and operation of the Physical Security Program in accordance with applicable guidance. Functions as Assistant Staff Intelligence Officer. Lays out restricted areas and sets up personnel control access systems; develops procedures for the movement and handling of classified material. Consults with key Divisions and Office Chiefs, to determine security requirements and provides protective systems accordingly. Evaluates sensitivity classifications of civilian / military positions. evaluates reports of investigations and other data to determine if employees are meeting security standards of national security. Conducts training seminars and workshops for instruction of military and civilian personnel.

    General Schedule
  • This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor.

    Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined.

    Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

    Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs.

    Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.

    Specialized Experience: Candidates for this position must demonstrate in their resume they possess one year of specialized experience as described below in the following areas:

    (1) Comprehensive knowledge of various security regulations, policies and procedures.

    (2) Expert knowledge of security principles, concepts, and policies at all levels to interpret, explain, and clarify security regulations.

    (3) A high degree of skill in analyzing, interpreting, and applying complex legislative and Executive Branch policy and regulatory decisions to be able to develop Information Security, Personnel Security, Physical Security, AIS security, FOIA, and Foreign Accreditation.
