About the Position: The position is under the supervision of a District commander within GRD.

Serves as the Financial Manager of the HQUSACE, Gulf Regional Division (GRD). Plans, manages, and directs the district's overall Resource Management Program and its various components of financial management, budget management, manpower management, and management analysis. Supervises and directs a seven person organization of financial management professionals, technicians, and clerical personnel engaged in accomplishing the district's resource management mission. Has overall responsibility for all district level resource management and financial management activities, to include automation under the Corps of Engineers Financial Management System (CEFMS). Program Management. Manages, directs and supervises an integrated system of resource management and financial staff services for the HQUSACE, GRD including the District's finance and accounting system, budget management system, financial reporting system, manpower management system, and management analysis program. General Schedule
Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.
NOTE: Foreign post differential of 15-35% is authorized while TCS/TDY to a downrange location. Additional compensation of 15-35% over basic compensation will be granted to employees for service at designated danger pay costs.
NOTE: Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.
Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
