About the Position: The position is under the supervision of a District commander within GRD.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation.     Manages and administers the Safety and Occupational Health S&OH program. Establishes the S&OH program according to Federal regulations. Develops program policies, procedures, and objectives for accomplishment of the S&OH program. Develops and justifies resource requirements. Develops methods for providing S&OH support, evaluations, surveys, and studies of an unusual or complex nature requiring liaison with internal and external agencies and organizations. Evaluates status of progress toward meeting S&OH program objectives and initiates appropriate actions. Provides interpretations on legal requirements of S&OH aspects of applicable guidelines and regulations, and initiates actions for correction of deficiencies. Plans, schedules, and establishes priorities of work. Initiates staffing actions for communicating or resolving new or continuing issues. Participates in the collection and preparation of data and quality assurance.

  • (#1) This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor.

    Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined.

    Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

    (#2) Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. (#3) Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.

    (#4) Specialized experience is experience that equipped the applicant to perform the duties of the position such as: Expert knowledge of national safety and occupational health laws, policies, regulations and standards, operational directives and methodologies, and objectives sufficient to plan, develop, and implement District programs requiring the provision of guidance, direction and technical assistance to the Vicksburg District. Applies knowledge to evaluate safety occupational health programs for Federal employees engaged in diverse operations that include high risk construction, maritime occupations and recreation type facilities having potential for injury and death to employees and the general public.

    Knowledge of development in new and changing industries involving high-hazard risks to workers (i.e., asbestos, silica, solvents, pesticides) to advise, counsel and assist District managers in modifying their programs, methodologies, standards or regulations, criteria and policies to assure maximum protection to workers.

    Knowledge of Federal agency organizations, chain of command, policies, and standards regarding program objectives to ensure effectiveness of guidance and surveillance provided.
