DUTIES:(The duties described reflect the full performance level of this position)

Performs clerical level work in support of a personnel action processing function. Codes and/or enters employee and/or position data into the agency automated personnel/payroll system. Ensures all personnel actions are processed in accordance with applicable OPM and agency laws, rules, and regulations.

Performs clerical, assistant, or technician work in support of an agency automated personnel/payroll system.



QUALIFICATIONS REQUIRED:

KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)

Ability to communicate effectively other than in writing.

Ability to interpret and apply personnel regulations and/or standards.

Knowledge of clerical practices and office routines.

Practical knowledge of human resources information systems and applications.

Knowledge of government-wide rules, regulations, and nature of action codes relating to pay and personnel processing.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 03: Qualifying experience for the GS-3 level includes six (6) months of general experience in clerical, office, or other work which indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE

The experience requirements for the GS-3 level may be met by completion of one full year of full-time academic study in an accredited business, secretarial or technical school, junior college, college or university.

Completion of an intensive, specialized course of study of less than one year (usually of at least 3 months duration) may meet in full the experience requirements. Such courses may have been obtained through a variety of programs such as those offered by business or technical schools, and through military training programs. The course must have been designed specifically as career preparation for the work of the position being filled, and must have provided the applicant with the necessary knowledge, skills, and abilities to do the work.

COMBINING EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post high school education and general experience may be used to meet the total experience requirements.

PROFICIENCY REQUIREMENT: Applicant must be able to type 40 words per minute.

Grade 04: Qualifying experience for the GS-4 level includes one (1) year of general experience in clerical, office, or other work which indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position.



SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-4 level may be met by completion of two full years of full-time academic study in an accredited business, secretarial or technical school, junior college, college, or university.

Grade 05: Qualifying experience for the GS-5 level includes one (1) year of specialized experience equivalent to the GS-4 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.



SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-5 level may be met by completion of a bachelor's degree or four years of education above high school.



COMBINING EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post high school education and specialized experience may be used to meet the total experience requirements.

ADDITIONAL INFORMATION ABOUT THE SPECIALIZED EXPERIENCE REQUIREMENTS FOR THIS POSITION

Specialized experience includes, but is not limited to preparing operational plans and procedures to plan and organize activities for special events and/or VIP visits, conducting surveys, performing audience analyses, analyzing public sector data, etc., in order to determine how to market programs and services offered by an agency or company organization, and summarizing national and regional news to analyze the impact on agency programs and activities.

GS-3: performed receptionist duties; or used common office equipment; or performed general office duties; and/or performed sales/cash register clerk duties.

GS-4: performed receptionist duties; or used common office equipment; or performed general office duties; and/or performed sales/cash register clerk duties.

GS-5: performed routine and repetitive staffing support duties; or processed application and forms for routine benefit transactions; or helped process pay and benefit transactions for common pay plans and appointments; and/or maintained time and attendance for the immediate office.

TIME-IN-GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
