About the Position: THIS POSITION WILL BE FILLED ON A TEMPORARY BASIS AND MAY BE EXTENDED. SEE THE "OTHER INFORMATION" SECTION. Tobyhanna Army Depot is the largest, full-service electronics maintenance facility in the Department of Defense with an installation work force of more than 5,000. The Depot mission includes design, manufacture, repair and overhaul of hundreds of electronic systems for all branches of the Armed Forces. They include satellite terminals, radio and radar systems, secure communications, electro-optics, night vision and anti-intrusion devices, airborne surveillance equipment, navigational instruments, electronic warfare, and guidance and control systems for tactical missiles.     YOU WILL DEPLOY TO SOUTHWEST ASIA IN A TEMPORARY DUTY (TDY) STATUS APPROXIMATELY 90% OF THE TIME. Serve as technical expert for one or more complex Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR) electronics systems in Southwest Asia (SWA). Brief officials of all levels concerning equipment issues, problems, and requirements; communicate with, and advise customers concerning equipment issues; recommend equipment modifications or replacements; and provides technical guidance to users of equipment. Perform problem identification, isolation and repair on more complex electronic technical defects identified in the system and related equipment. Provide maintenance support, such as, assisting and teaching site personnel a variety of maintenance, troubleshooting, and repair techniques to be applied when attempting to restore systems operations. Evaluate previously selected tools and repair parts to reduce duplications. Revise repair manuals.

  • SPECIALIZED EXPERIENCE: Qualified candidates for this position must show in their resume that they possess one year of specialized experience to include: 1) Knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices to perform difficult and complex assignments concerning equipment sufficient to enhance maintenance effectiveness and efficiency; to develop and recommend changes; to review applicable reports concerning isolated and repetitive maintenance and troubleshooting procedures, new equipment, and equipment specifications; to recommend or establish changes to maintenance procedures; and to ensure that modifications or new equipment will satisfactorily interface with existing equipment; 2) Knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices to perform difficult and complex assignments concerning equipment sufficient to: forecast usage rates; to establish initial repair and replacement cost factors; to determine requirements for technical data; to interpret and evaluate maintenance requirements and operational capabilities of equipment; to control proposed maintenance and engineering changes and present them to appropriate review boards; to evaluate appropriateness of combining individual corrective action with other pending actions; to make necessary changes to total subsystem maintenance policies and procedures; and to monitor and coordinate resolution of all maintenance and engineering problems as well as all modifications within assigned area; and/or 3) ability to provide guidance and training to users and repairers of equipment. Specialized experience must be equivalent to the GS-11 level. ***CONDITIONS OF EMPLOYMENT***: This is an emergency essential (E-E) position. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. The position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "Key", which requires the incumbent, or designated alternate to be screened from military recall status. 1. The incumbent will deploy to Southwest Asia in a Temporary Duty Status approximately 90% of the time. 2.The incumbent is required to successfully complete a specific formal individual development training program. 3. The position may require incumbent to travel to hostile environments. 4. Extensive overtime will be required.
