About the Position: Length of tour and type of tour varies by location. Accompanied or unaccompanied tours varies according to location. This position can be a one year unaccompanied tour or the position can be a two year, accompanied tour varies according to location.

PROFESSIONAL ENGINEER LICENSE IS REQUIRED.

SPECIAL CONDITION OF EMPLOYMENT:

You occupy a position that is considered essential to support of DA's mobilization and wartime mission during periods of increasing tension or mobilization. Your position is considered emergency essential because (1) no qualified and immediate replacement exists; and (2) having it vacant would:

(a) impair the effective operation of essential military support systems, or
(b) adversely impact the combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Service (Ch. 75 Title 5 USC; FPM Ch. 752).

    Resident Engineer Supervises and directs, through subordinate personnel, the accomplishment of the following field and office engineering functions Reviewing project plans and specifications for familiarity and use in participating in pre-work conferences with contractor to inform them of field construction requirements. Maintains surveillance over the layout of work from established base lines and benchmarks indicated on drawings and the operations necessary for quantity surveys. Directing inspection of construction operations for compliance with intent of design and specifications, interpreting plans and specifications, conferring with contractor representatives to resolve differences of opinion; and submission of required field inspection reports in a timely manner. Observing and investigating construction at all stages to identify problems and take timely action to resolve problems encountered; identifying, reporting and recording need and data for change orders.

  • One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.
