DCIPS Pay Band and GG Equivalent

This is an Occupational Band 3 job in the Defense Civilian Intelligence Personnel System (DCIPS). Band 3 duties are at the full performance level, and are equivalent to those at the GS/GG 11, 12, and 13. The selectee's salary will be set within the band equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Serves as a first-level supervisor and human intelligence (HUMINT) operations advisor on matters pertaining to day-to-day management of HUMINT national-level collection operations, collection management, and targeting within assigned area of responsibility which is in response to national-level intelligence requirements. As such, exercises technical and administrative supervision over a team of military and/or civilian HUMINT specialists and ensures operations and programs meet requirements based on a comprehensive knowledge of the full scope of national HUMINT collection operations laws, regulations, and policies. Identifies and obtains resources (i.e., staff, funds, space, and equipment) to accomplish program goals. Utilizes basic contracting knowledge to review and monitor contracts to ensure requirements are being met in a timely manner. Directs the development and recommends approval of concepts and proposals to satisfy priority national and DoD requirements by the conduct of DoD HUMINT activities. Supervises and manages the National HUMINT Collection Directive process, Operating Directive development and implementation, and focused collection and evaluation program for assigned area. Supervises and provides oversight of the HUMINT validation program for assigned collectors.


Responsible for planning and supervising the work of an organization or work center for which the program and objectives are clearly defined and the organizational structure fully established. More than one kind of work may be present, requiring an additional body of knowledge. Moderate variations in workload may be imposed on the supervisor due to cyclic fluctuations. Incumbent plans work flow and makes work assignments, adjusting work loads and adapting or modifying procedures to alleviate backlogs or delays. Reviews completed work for technical adequacy and for compliance with
instructions. Is responsible for the quality and quantity of finished work. Must possess technical knowledge of and skill in applying advanced human intelligence (HUMINT) national level collection concepts, principles, practices, laws, regulations, methods and techniques in a tactical/operational environment in order to securely collect and report intelligence information. Must possess technical knowledge of procedures, technical controlled methodologies, tactical level operational procedures, personal and impersonal sensitive communications techniques, and source communication techniques to guide, review, and evaluate effective staff performance.

Performs other duties as assigned.
