DCIPS Pay Band and GG Equivalent

This is an Occupational Band 4 job in the Defense Civilian Intelligence Personnel System (DCIPS). Band 4 duties are at the senior level, and are equivalent to those at the GS/GG 13 and 14. The selectee's salary will be set within the band equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Serves as a human intelligence (HUMINT) collector monitoring and/or conducting complex national level operations which are in direct response to national level intelligence requirements. Monitors/conducts full-cycle complex national level operations involving new and established projects incorporating a large range of multiple source categories and/or functions. Projects worked include those which develop counter-Intelligence concerns, or are conducted in high threat areas such as those areas with limited safe haven or official U.S. representations. Conducts operations using the operational cycle. Performs risk versus gain analysis of all projected and on-going actions of the operation and employs appropriate procedures. Prepares and coordinates required actions and reports to document all activities and outcomes of operations. Mentors lower graded specialists and leads teams as needed.


This vacancy announcement may be used to fill multiple positions located worldwide. Actual duty location may not be Washington, D.C, therefore, the salary range for the pay band may vary.

Assignments require knowledge of a wide range of concepts, principles, and practices in human intelligence (HUMINT) national level collection in a strategic and/or tactical/operational environment in order to securely collect and report intelligence information and skill in applying this knowledge to difficult and complex work assignments involving multiple categories of sources and source functions. A thorough and detailed knowledge of and skill in applying analytical and evaluative techniques for developing new or modified HUMINT collection work methods, approaches, or procedures; and to identify, evaluate, and recommend solutions to complex issues and/or problems resulting from managing multiple source functions and categories. Ability to employ source communication techniques (personal and impersonal communications techniques as well as sensitive communications) to establish and maintain contact with multiple categories and source functions in a discreet manner. Ability to use a full suite of operations and security procedures in multiple environments and settings.
