About the Position: This position is in direct support of the 11 American Provincial Reconstruction Teams (PRTs) in southern and eastern Afghanistan. PRT team members must be extremely self-reliant, flexible, creative, and forceful. Living conditions will be more austere than in Kabul or the other Area/Resident offices, but the job rewards are great. The job will require off-compund travel, which the PRT will ensure meets the applicable force protection standards.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. Makes field investigations as necessary to assure implementation of project needs. Prepares project schedules, including network analysis schedules for assigned projects. Directs the preparation of all necessary budgetary data pertaining to assigned projects. Monitors and evaluates construction, operation and maintenance activities of assigned projects for conformance to project needs. Makes work assignments, furnishes assistance on unusual problems and controversial matters, and reviews completed work to assure that conclusions, decisions, and recommendations are consistent with sound project planning and design practices, and overall project objectives.

General Schedule

Salary for Electrical Engineer: $56,173 to $70,618 This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area. Specialized Experience is experience that equipped the applicant to perform the duties of the position such as: Ability to plan, design, monitor/maintain schedule, cost and scope. Ability to manage project schedules, budgets, manpower needs and milestones for assigned projects. resolution skills for conflicting requirements.
