These positions involve performing work concerned with protecting the public against preventable danger and drowning death in the waters officially designated for swimming at a crowded and extended surf-beach seashore area.
(1) These are seasonal positions. Most of them last between 12 to 16 weeks during the summer employment season, which begins on or after May 15 and ends before October 1 of the same calendar year. (2) Applicants for these positions must pass the yearly Surf-Lifeguard Pre-employment Test. This pre employment test will be offered at various sites throughout the nation. For specific information about the test, please call toll free 1-800-678-7946. (3) Prior to selection, applicants found qualified for these positions must-at no expense to themselves submit to screening for illegal drug use. (4) Prior to appointment, applicants selected for these positions must undergo a prescribed physical examination at no expense to themselves if performed by a park-designated medical doctor. (5) Applicants selected for these positions must be ready and able to work full time (40 hours per week) as of the first scheduled day of duty. Note: The higher GS-graded positions tend to be filled earlier in the summer season, but all these positions are filled based on an applicant's availability to work full time (40 hours per week) as of the first scheduled day of duty.

Gateway NRA was established in 1972 as America’s first urban national park. Located in the heart of New York City, the park extends from Brooklyn and Queens, to Staten Island and Sandy Hook, New Jersey. Its 26,000 acres include a wildlife refuge, holly forest, ocean dunes and coastal uplands, to former military fortifications, New York City’s first municipal airport and the oldest lighthouse in America. Visitors enjoy ocean beaches, organized sports, fishing, hiking, bicycling, nature study and a chance to explore the area’s important cultural heritage.

These positions involve performing or supervising work concerned with protecting the public against preventable danger and drowning death in the waters officially designated for swimming at a crowded and extended surf-beach seashore area. This work typically involves preventive surf-life guarding; rescuing , either individually or as a member of a team, persons in distress or in danger of drowning; administering urgent first-aid care and cardiopulmonary resuscitation; controlling usually large crowds; operating and maintaining rescue equipment; enforcing agency regulations; and performing and supervising other related work.
QUALIFICATIONS REQUIRED:
Applicant must have one year of specialized experience equivalent to at least the next lower grade level in the Federal Service which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience is typically in or related to the work of the position described.
GS-03: 6 months of general experience OR one year of education above high school.
GS-04: 6 months of general experience and 6 months of specialized experience OR 2 years above high school with at least 12 credits related to the occupation.
GS-05: 1 year at least equivalent to GS-04 level OR 4 -year course of study above high school leading to a bachelor's degree with at least 24 credits related to the occupation.
General Experience: any type of work experience, volunteer or non-paid experience.
Specialized Experience: working as a surf-lifeguard on a crowded beach. pool, river or lake lifeguard experience is not credited toward specialized Surf-lifeguard experience, but it can be credited as general experience.
Specialized Experience includes, but is not limited to the following examples.
Experience in search and rescue techniques at a large ocean front beach with high visitation.
Experience as an ocean Surf-lifeguard with good knowledge of professional practices and techniques of lifeguarding protected beaches.
A combination of education and experience may qualify you for this position.
Examples of qualifying experience:
RECREATION AID, GS–189–03
I have 6 months of full time General Experience OR 1 year of post-high school study. General Experience is work experience of any kind, whether the work was for pay or not for pay.
Example: One works 8 hours per week as a volunteer at a food pantry for 52 weeks for 1 year. One then works as a babysitter for 8 hours per week for the next 1½ years. Added together, the total time worked equals the required 6 months of General Experience.
Example: One trains 12 hours per week for two years—on a swim team, track team, or alone—to build up the endurance capacity in running and swimming one needs to pass the above-cited test this equals 6 months.
RECREATION ASSISTANT, GS–189–04
I have 6 months of General Experience, plus 6 months of Specialized Experience. Specialized Experience requires work experience as an ocean-beach (or surf-) lifeguard.
Example: One works at the GS–3 level (or its equivalent) for 40 hours per week, for two 3-month summer seasons, or for three 2-month summer seasons, or for some other combination of time that, added together, equals the required 6 months in Specialized Experience.
RECREATION ASSISTANT, GS–189–05
I have 1 year of Specialized Experience equivalent to at least the GS–4 level. Specialized Experience requires work experience as an ocean-beach (or surf-) lifeguard.
Example: One works at the GS–4 level (or its equivalent) for 40 hours per week, for four 3-month summer seasons, or for six 2-month summer seasons, or for some other combination of time that, added together, equals the required 1 year of Specialized Experience.
To qualify based on education, you must submit copy of your academic transcript.
Education must have been obtained in an accredited business or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school.

HOW YOU WILL BE EVALUATED:
Category Rating: If you meet the qualification requirements you will be placed in one of three Quality Categories (Best Qualified, Well Qualified, or Qualified) based on your score. Within these categories, applicants eligible for veteran's preference are ranked in their appropriate categories without preference points but receive selection priority over non-veterans within their category.
