DUTIES:
This position is located at a Forest Service Job Corps Civilian Conservation Center, and serves as the Vocational Training Manager. The position is responsible for direction, implementation, execution, and long-range planning of vocational training. The incumbent serves as the overall Facilities Manager for the Center, oversees the fleet management and driver examiner program, and the overall Safety and Occupational Health program for the Center. The incumbent develops the Center-wide work program objectives, target dates, and cost estimates; and coordinates all work projects for the Center. Serves as the Contracting Officer's Representative for national training contracts, supply contracts, and miscellaneous construction contracts. Develops work plans for Center operations and maintenance projects; coordinates, develops and oversees work plans for on- and off-Center operations and maintenance. Directs the overall planning and execution of Center-related vocational skills training projects. Insures that student work assignments meet established training objectives, and monitors student training progress. Insures the integrity of data regarding student achievement records and statistical reports. Evaluates and continually strengthens training programs. Serves as a member of the Center Leadership Team and may serve as acting Center Director during the absence of the Center Director or Deputy Center Director. Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of supervision and personnel practices and procedures in order to carry out responsibilities and to plan/integrate work schedules to meet unit needs. Ability to develop and promote a diverse workforce.
Ability to analyze organizational and operational problems and develop solutions.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching or analyzing established administrative issues; or interpreting regulations and organizational policy regarding administrative or program issues to provide advice and guidance on well-precedented issues.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE
Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
