These positions serve as the Program Manager supporting the Aviation, Surface, Command, Control, Communications, Computers and Intelligence (C4ISR), or Research, Development, Test & Evaluation programs within the Acquisition Directorate (CG-9) at Coast Guard Headquarters in Washington, DC.  The United States Coast Guard (USCG) has reorganized its Acquisitions Directorate to combine its current Acquisition Services Division, Office of Contract Activity, Office of Research and Development into one entity to be named USCG Acquisition Directorate (CG-9).  The Coast Guard is modernizing or replacing over 90 cutters and 200 aircraft.  It is the largest procurement project in Coast Guard History.
Serves as the Deputy Program Manager and/or Research & Development Advisor and is responsible for the day-to-day operations including, but not limited to, supervising, ensuring strategic goals and missions are met and serves as the Program acquisition technical expert.

- Direct the development of strategies for pre-planning and execution of major and non-major projects.
- Prepare reports on program planning and evaluation.
- Direct comprehensive studies and detailed analyses of complex functions and processes.
- Identify and propose solutions to management problems.
- Develop, coordinate, and implement tactical plans.
- Participate in the development and documentation of long and short-range planning efforts.
- Formulate and implement plans to improve program policies, practices, methods, and organizational structure.
- Handle complex program issues and provide authoritative program management acquisition guidance.
- Participate in all phases of the CG's annual budget formulation and execution process.
- Supervise employees at the GS15/14 and or O-6/O-5 level.
- Respond to frequent requests for program information by Congress, GAO, DHS, and USCG.
- acts as the Program Manager/Office Chief in his/her absence.

QUALIFICATIONS REQUIRED:Basic Requirements for GS-15:

One year of specialized experience equivalent to at the GS-14 level in the Federal service.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is related to this line of work. This experience is characterized by the scope of difficulty of duties and must have equipped the candidate with the following knowledge and abilities to successfully perform the duties of the position: Knowledge of the principles and techniques of program evaluation and oversight; Mastery in the knowledge of contract administration, configuration and logistics management; Formal knowledge of managerial and supervisory techniques sufficient to enable incumbent to successfully define activities, tasking responsibilities, and timing of events; Ability to communicate in writing in performing supervisory or leader work; Expert knowledge of the acquisition process; and Possess communication and marketing skills. a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems related to major acquisition programs and performance-based contracting efforts.  Comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of one or more major or non-major acquisition projects. Skill in planning, organizing and directing team study work.
