About the Position: The position is under the supervision of a District commander within GRD.
The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. Investigates, analyzes and evaluates claims, protests, and other legal matters arising from various legislative acts. Obtains information from a variety of sources and prepares documentary file. Performs extensive research and analysis on applicable legal issues. Serves as Freedom of Information Act Officer and Privacy Act Official. Reviews changes in regulations on the Freedom of Information and Privacy Acts and updates / advises other legal personnel of changes. Prepares requests for labor wage determinations for submission to Department of Labor. Makes the legal determination as to what documents are considered confidential and assists the attorneys in the research of the legal issues. Helps prepare litigation reports for DOJ (Dept of Justice) in connection with lawsuits filed against the Corps.

General Schedule
NOTE: Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.
NOTE: Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 30% over basic compensation will be granted to employees for service at designated danger pay costs.
NOTE: Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area.
SPECIALIZED EXPERIENCE is experience that equipped the applicant to perform the duties of the position such as: Knowledge of the application of various laws, principles, concepts, and methods of legal research and legal reference sources in FARs, EFARs, Ers, Ars agency manuals, directives and regulations; directories, commercial legal publications, court and/or administrative decisions and interpretations, rules, regulations, policies, and procedures sufficient to perform extensive legal research. Knowledge of applicable laws, procedures, and policies, as well as the ability to interview and discern relevant information to prepare and process legal documents.
