About the Position: The position is under the supervision of a District commander within GRD.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation.     Serve as Primary Advisor for financial matters, overall resource management, and principal staff officer for general management studies. Provide technical advice; participate in significant management planning, policy, and decision-making. Provide continual evaluation of the multipurpose, multi-functional Resource Management Program. Supervise budgeting, accounting, reporting, manpower and management analysis and statistical services. Administer the Corps of Engineers Management Information System. Determine, manage, and recommend financial and manpower resources. Supervise Finance and Cost Accounting (FCA) and other fiscal activities. Maintain FCA records; prepare, review, analyze, or approve fiscal reports. Certify availability of funds for obligation; determine limitations placed on obligations and expenditures. Examine payment vouchers and certify the amounts and entitlement of the payee, receive collections, and prepare, process, and record cost and finance instruments.

  • This vacancy will be filled by candidates who qualify for temp promotions, reassignment, or change to lower grade.

    NOTE: Generally, indoor work location has power, water, heat, and A/C, although outages can be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities-power, water, refrigeration-to not having one or more of these. Employees needing to refrigerate medication shall prior to departing the primary duty station inform the local Emergency Ops Center so refrigeration at the work site can be made available. Environmental conditions range from excessive heat and humidity to extreme cold and rain. Some locations require the employee to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or VDTs, repetitive motion injury from computer use, etc may be expected.

    NOTE: Foreign post differential of 15-35% is authorized while TCS/TDY to a downrange location. Compensation of 15-35% over basic compensation will be granted to employees for service at designated danger pay costs.

    NOTE: Locality pay does not apply in overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to overseas area.

    NOTE: A. Degree: accounting or related field, e.g. business admin, finance, or public admin that included 24 sem hrs in accounting. The 24 hrs may include up to 6 hrs of business law. "Accounting" means accounting and/or auditing; "Accountant" means accountant and/or auditor. OR B. Combination of education and experience-at least 4 years exp in accounting or an equivalent combination of accounting exp, college education, and training that provided professional accounting knowledge. Background must also include one of the following: 1. 24 sem hrs in accounting or auditing courses, 6 hrs of which can be business law; 2. CPA certificate or Certified Internal Auditor obtained through written examination; or 3. degree that included 15 sem hrs coursework in accounting or auditing but that does not fully satisfy the 24-semester-hour requirement of para. A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g. valuation engineering or financial institution examining; (b) a panel of at least 2 higher level professional accountants or auditors determining the applicant has demonstrated accounting knowledge and related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with completion of a 4-year degree described in para. A; and (c) except for literal nonconformance to 24 sem hr requirement in accounting, the applicant's education, training, and experience fully meet the specified requirements.

  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

  • GS-12 and above: Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level.
