Mission of the Organization:



The Deputy Director of National Intelligence for Acquisition, Technology and Facilities (DDNI/AT&F) ensures U.S. intelligence superiority by enabling the identification, development and timely fielding of breakthrough capabilities, innovatively applying advanced technologies and acquisition excellence. DDNI/AT&F is the Intelligence Community (IC) catalyst for technical innovation, responsive stewardship, and acquisition excellence addressing the key intelligence challenges by leading advanced research and development focusing on disruptive technology leaps, integrating the IC Science and Technology (S&T) enterprise, developing and evaluating an IC-wide, end-to-end collection architecture to promote innovation and responsible financial stewardship, and establishing and maintaining an agile and transparent best-practice environment that promotes IC acquisition success.

The Intelligence Advanced Research Projects Activity (IARPA) is an independent activity within the Office of the Director of National Intelligence (ODNI) and is aligned with DDNI/AT&F.IARPA invests in high-risk/high-payoff research programs that have the potential to provide our nation with an overwhelming intelligence advantage over future adversaries.IARPA addresses cross-agency challenges, leverages expertise from across the Community, and works transition strategies and plans with other agency partners.



The Office of Incisive Analysis (IA) develops advanced tools and techniques to maximize insight from the information we collect, and in a timely fashion.



Major Duties and Responsibilities:

  • Manage the execution of multiple scientific and engineering functions, and liaise with senior leadership to manage and oversee programmatic initiatives to augment and enhance intelligence analysis.

  • Direct, manage, and formulate plans to recruit, retain, and mentor highly-skilled, top-level program managers within the Incisive Analysis Office.

  • Build and foster a collaborative and innovative office environment to maximize successful formulation and execution of programs within the Incisive Analysis Office.

  • Develop and lead a team of professional staff members and assess performance; collaborate and oversee goal setting, and provide feedback on personal and professional development of program managers within the Incisive Analysis Office.

  • Represent IARPA on review panels, selection committees, and other public forums to coordinate and report on specific technical questions and provide necessary guidance and support to IC officials as necessary.

  • Assist program managers with developing and launching programs; monitor and recommend efficiencies with budget execution and seedling efforts; and participate in and contribute to the management of seedling programs to advance the program to the next stage when appropriate.

  • Assist program managers with establishing transition plans and finding agency partners to utilize results yielded by programs.

  • Serve as a program manager for special programs as required, and provide structured recommendations regarding program status to senior officials, major stakeholders, and other key-level leaders.

  • Maintain a broad range of technical and operational expertise in areas related to analysis in the IC.

  • Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal and professional development.


QUALIFICATIONS REQUIRED:

Knowledge, Skills, and Abilities Required:

  • Expert knowledge of strategic and tactical planning of leadership initiatives, program management concepts, principles, and the ability to apply analytic, diagnostic, and conceptual techniques sufficient to identify, evaluate, and recommend appropriate assessments and solutions to resolve complex problems.

  • Demonstrated expertise in research and development in science, technology, or related discipline required.

  • Knowledge of the IC's mission, objectives, organization, and current intelligence analysis issues and functions.

  • Demonstrated ability to effectively direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel.

  • Strong oral and written communication skills, including ability to convey new complex technologies and their benefits to scientific and non-scientific audiences.

Supervision Given: Approximately 15 government and 30 contract personnel.



You must be a U.S. citizen to qualify for this position.

You will need to successfully complete a background security investigation before you can be appointed into this position.
