This announcement is being used to fill positions at both the GS-11 and GS-12 levels under the Expedited Hire Authority for Acquisition Positions. Acquisition Positions are those that the Department of Defense has deemed as shortage positions to which agencies can recruit and directly appoint qualified persons. This announcement is open to accept resumes from candidates interested in helping Tinker Air Force Base meet our mission requirements for the acquisition of systems, equipment, facilities, and services. Salary range: GS-11: $57,408 - $74,628 USD /year
GS-12: $68,809 - $89,450 USD /year

Positions at the GS-11 Level:The primary purpose of these positions is to serve as a budget analyst in the organization’s financial management office performing a variety of budget functions involving the formulation, execution, and/or analysis of for substantive programs and support activities.Incumbents perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.Incumbents monitor obligations incurred and the actual expenditures of a budget with different sources and types of funding and provide advice, assistance, and guidance on budgeting and related information.
Positions at the GS-12 level:The primary purpose of these positions is to provide a variety of functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.Incumbents perform budget execution and administration work involving the preparation and monitoring of obligations incurred and resulting expenditures of funds to include the administration and review of requests for allotments of funds for distribution to program managers.Incumbents perform budget formulation work involving preparation of detailed analyses and estimates of annual budgets to include multi-year funding needs for one or more future budget years.Prepares budget guidance ensuring annual and/or multi-year funds are correctly submitted into financial systems, and provides financial advice/coordinates group efforts on budget-related matters.
QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE (GS-11)
Candidates must have one year of specialized experience equivalent to at least the GS-09 level in the federal service. Specialized experience is defined as utilizing various analytical methods and techniques in reviewing budget data/trends to develop and produce detailed annual and multi-year budgetary and financial plans, analyze budgetary relationships, balance program needs against funding sources, and provide effective budget guidance to supervisors and/or managers.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR
Combination of education and experience such as: education in excess of the first 36 semester hours (i.e., beyond the second year) of progressively higher-level graduate education (leading to Ph.D. or equivalent, or L.L.M.)) IN A RELATED FIELDfrom an accredited school, and some (but less than 1 year) of specialized experience as described above.
SPECIALIZED EXPERIENCE (GS-12)
Candidates must have one year of specialized experience equivalent to at least the GS-11 level in the federal service. Specialized experience is defined as performing detailed analysis and estimates of annual budget and multi-year funding needs, analyzing budgetary relationships and developing recommendations for budgetary actions under deadlines, and preparing budget guidance and financial advice on budget related matters.
The description of your work experience in your application (OF-612, or other acceptable written format) must clearly demonstrate that you have gained and currently possess the following knowledge, skill, and abilities to satisfactorily perform the duties of the position being filled:
1.Knowledge of the commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute the budget for assigned budget accounts.
2.Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
3.Skill in the application of methods and techniques (e.g., cost-benefit analysis, zero-based budgeting, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
4.Ability to gather, assemble and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
5.Ability to communicate clearly and effectively, both orally and in writing, in order to justify, defend, present, and/or advise on budgetary processes/actions.
OTHER SIGNIFICANT FACTS
Physical Demands: The work is mostly sedentary, however, there may be occasional walking and climbing during aircraft inspection, or standing, bending, and carrying of light items such as papers, books, or small parts, or driving an automobile. No special physical demands are required to perform the work.
Working Environment: The majority of work is accomplished in an office environment, properly heated and ventilated and well lighted. There may be some exposure to aircraft maintenance/flight lines, and occasional trips to parts warehouse.
These positions have been designated as acquisition positions and are covered by the Acquisition Professional Development Program (APDP). Work requires the appropriate APDP certification and employee will be required to maintain certifications through appropriate training within established deadlines.
Employees must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of each position.
Employee is expected to meet Continuing Acquisition Education requirements.
Employee may be required to travel by government or commercial means IAW Joint Travel Regulations.
Employee safeguards classified or sensitive budget-related information and/or files. As such, the employee will be required to acquire and maintain the appropriate security clearance.
Employee may be required to travel via military or commercial aircraft in accordance with the Joint Travel Regulations.
Employee may be required to work overtime.
