About the Position: This position is located in Kaiserslautern, Germany. Kaiserslautern has developed into the largest US military community outside the United States. The city of Kaiserslautern is nestled in the small hills west of the Rhine River Valley, on the edge of the famous German Pfalz forest. Although the climate is changeable much of the time, the area does enjoy many pleasant days with reasonable temperatures. The winter is short and mild with some snowfall. The summer is generally warm and comfortable, with few hot days. Kaiserslautern has over 100,000 residents and an additional 50,000 personnel associated with the American Armed Forces. Performs accounting tech duties in the Pay Center of Excellence combined manual and Defense Travel System (DTS) travel section. Maintains a variety of travel related expenditure and collection accounts in subsidiary accounts payable/receivable ledgers including debit and credit transactions processed in
the accounting system through various automated systems. Receives, reviews, computes and uploads travel vouchers, DD Form 1351 series ensuring supporting documentation authorizes entitlements. Reconciles subsidiary travel ledgers with general ledger; verifies un-liquidated obligation files with allotment files and performs reviews to identify funds for de-obligation. Uses automated accounting system to produce annual, quarterly and monthly reports. Prepares appeals ensuring that correct documentation and background relative to prior payment history annotated with appropriate regulatory guidance is included for adjudication by higher authority.
QUALIFICATIONS REQUIRED:
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS: To receive consideration for this position, applicants must possess 1 year of specialized experience at the GS-4. The quality of this experience must clearly demonstrate the possession of the knowledge, skills, abilities and competencies including knowledge of accounting terminology, methods, forms, and techniques sufficient to classify and maintain a variety of expenditure and collection accounts in subsidiary accounts payable/receivable ledgers pertaining to PCS and TDY travel expenses and appeals. Knowledge and understanding of the chart of accounts, accounting code structures, and accounting procedures relating to appropriations control, transfer of funds, reimbursement of expenditures, and handling of partial payments to verify, process and resolve travel discrepancies in the automated accounting system. Knowledge of a body of comprehensive instructions, guides, and regulations such as the Joint Travel Regulations, Joint Federal Travel Regulations, Civilian Law Manual, applicable IRS and Social Security regulation, Prompt Payment Act, Comptroller General Decisions, agency and local supplements, and commercial rate guides and charts for travel. Ability to use knowledge to apply appropriate guidelines when determining entitlements, procedures, and computation for a variety of travel claims. Knowledge and ability necessary to process information ino the automated travel accounting system and ability to analyze computer generated reports and to take corrective action as required. Four years of education above high school may be substituted for the specialized experience.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.Education can be substituted for experience.
