JOB SUMMARY:

The Carl Vinson VA Medical Center is recruiting for a Human Resources Officer.   Relocation expenses are authorized for this position.

DUTIES:The Human Resources Officer (HRO) has full delegated responsibility for the planning, direction, control, coordination, operation and evaluation of the facility HR management program. Incumbent will serve in an advisory capacity to senior management and works on a day-to-day basis with the Medical Center Director.The incumbent fully participates in policy making and management decisions that affect the delivery of health care that may impact the facility.He/She will be directly responsible for the management, reorganization, restricting, and design of the facility workforce to achieve these goals and objectives.Incumbent will provide staff service, advice and guidance to all supervisory levels on human resources management principles, techniques and acceptable practices, as well as technical advice on regulatory and procedural requirements.He/She services a facility that involves title 5, title 38, hybrid title 38, and wage grade employees.Formulates, communicates and implements VAMC policy involving recruitment, placement, and position management, labor and employee relations, workers' compensation, and classification.He/She will participate with the EEO officer providing advice and guidance in establishing and maintaining a positive action program.Incumbent will participate on various committees and perform other duties as assigned.



QUALIFICATIONS REQUIRED:

QUALIFICATION REQUIREMENTS:OPM Group Coverage Qualification Standard for Administrative and Management Positions. At the GS-13 level, this position requires 1 year of specialized experience equivalent to the GS-12 grade level.Specialized experience is defined as experience in performing duties that is typically in or related to the position to be filled.Creditable specialized experience would have been gained in positions that would have given the applicant knowledge of and ability to apply laws and regulations governing federal human resource programs, the ability to develop and analyze HR program improvement techniques, strategies and objectives, and the ability to assess program effectiveness and make recommendations.



You must be a U.S. citizen to qualify for this position.

All employees are required to successfully complete a Special Agreement Check (SAC) prior to employment.  Once employed, employees are subject to successfully complete a background investigation in order to remain employed.

Time-In-Grade Requirement:  You must complete a minimum of 52 weeks in positions no more than one grade lower or equivalent at the GS-12.

1.Ability to interpret and apply laws, regulations, and precedent decisions in order to provide authoritative advice to top management officials at the facility level concerning issues in all subject areas of human resources management, including recruitment and placement; position classification and position management; labor and employee relations; etc.





2.Ability to plan, organize, direct, and control, and effectively lead and manage the activities in the various areas of a human resources service/division.This includes the development of goals and objectives, work plans, and tools to ensure effective service delivery and achievement of desired results, and application of sound human resources and resource management principles and techniques.





3. Ability to lead and provide effective HRM services to a variety of customer activities, and to integrate work efforts and negotiate acceptable solutions with those whose organizational goals and objectives may differ.This includes the ability to establish and maintain effective relations with, and gain confidence and cooperation of supervisors and managers on difficult issues; deal tactfully with all levels of employees, union officials, and management on controversial or sensitive issues and situations; and apply communications techniques such as persuasion, conflict resolution, negotiation, motivation, etc.





4.Skill in written communication sufficient to prepare and present findings to support actions regarding difficult human resources issues, develop training programs, and prepare technical reports, correspondence, policy statements, and recommendations.





5.Ability to evaluate and analyze problem situations, identify alternative solutions, and provide new insight in order to develop innovative, customer-focused solutions and effect organizational improvements.





6.Ability to establish priorities, and to adjust and respond to changing issues, requirements and situations.
