DUTIES:(The duties described reflect the full performance level of this position)

Performs work in support of a staffing and recruitment function. Uses traditional tools as well as automated recruitment, retention and staffing programs to perform duties assigned. Provides information to applicants, employees, and supervisors in response to inquiries related to the filling of positions. Processes a full range of staffing actions and applies a comprehensive body of Human Resources rules, procedures, and technical methods necessary to support the staffing function. Generates vacancy announcements, reviews applications to ensure candidates meet eligibility and qualification requirements, prepares certificates of eligibles to selecting officials, and takes appropriate actions upon selection.



QUALIFICATIONS REQUIRED:

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 05: Qualifying experience for the GS-5 level includes one (1) year of specialized experience equivalent to the GS-4 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.



SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-5 level may be met by completion of a bachelor's degree or four years of education above high school.



COMBINING EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post high school education and specialized experience may be used to meet the total experience requirements.

Grade 06: Qualifying experience for the GS-6 level includes one (1) year of specialized experience equivalent to the GS-5 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.



SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-6 level may be met by completion of 6 months of graduate level education (9 semester/13 quarter hours) in a position-related field of human resources management.

Grade 08: Qualifying experience for the GS-8 level includes one (1) year of specialized experience equivalent to the GS-7 level. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-8 level may be met by completion of 18 months of graduate level education (27 semester/40 quarter hours) in a position-related field of human resources management.

Specialized experience should be documented in the Work History section of the online application. GS-6: processed a wide range of personnel actions verifying nature of action and authority codes based on type of action being processed; performed a full range of standardized staffing clerical support work such as determined the proper source of recruitment for a variety of technical, admininstrative, clerical, and/or trades positions; or established and maintained registers of eligibles for positions; evaluated applications and ranked applicants for a variety of lower-grade clerical and technical positions; or responded to routine inquiries from employees or job applicants on basic Human Resources procedures such as information and documentation required for applying to vacancy announcements or basic pay and benefit entitlements for new hires.

GS-07: performed a wide variety of staffing support duties that required verification of information and application of established guidelines; reviewed job applications for basic eligibility requirements and minimum qualifications for placement on referral lists; provided technical support to senior Human Resources staffing specialists such as maintaining case files and ensuring documentation is in compliance with established guidelines and procedures; or answered a variety of inquiries from employees, supervisor, or job applicants on staffing procedures such as explaining basic eligibility or qualification requirements for various job classifications.

GS-08: provided comprehensive program support to Human Resources staffing specialists responsible for staffing a variety of positions at a significant organizational segment of an agency, such as a regional office, Center, or major field installation; applied limited delegation authority (i.e., signatory authority) to perform technical Human Resources assignments such as classifying positions or approving personnel actions; provided managers, supervisor, employees, and applicants with information on the legal and regulatory requirements of various appointing and special hiring authorities, staffing options and recruitment and retention flexibilities; or worked on staffing projects/cases requiring extensive research of a variety of rules, regulations, and procedures and recommended alternative solutions to resolve complex situations or problems.

This is an continuously open vacancy announcement for multiple permanent full-time position with the Forest Service, Human Resources Service Center on the Temporary Employment Staffing Team and the National Fire Staffing Team. The majority of the positions will be located in Albuquerque, NM., however, some positions may be detached, meaning that the appointee will report to a Forest Service office within their local commuting area.
