JOB SUMMARY:BLM is seeking a dynamic and energetic individual to join our temporary seasonal workforce.
The BLM manages more land - approximately 253 million acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation. These positions are being advertised in Idaho and Oregon. All positions may not be filled or they may be filled at different times depending on budget, hiring needs, and requirements. These positions are temporary and are expected to last for approximately 6 months. These positions have no promotion potential, if you want to be considered for a higher grade you must apply for the higher grade.

Recreation Technicians (River Patrol) conduct continuous patrols, by
raft, of white water recreation area. Inspects loading and
unloading areas to ensure that permits are in order, to discourage
unauthorized rafting to determine safety and training needs, and
approved equipment is utilized. Explains requirements and assists
rafters to obtain necessary equipment and approvals. Regularly rows
rafts on white water routes to assess hazards; notes damages to
archaeological and historical sites, inventories campsites, removes
litter from camping areas, collects data for use in river
management, and surveys visitors to determine their use, interests,
and needs. Conducts rescues of rafters encountered in precarious
situations including securing equipment, river crossings, extending
emergency medical aid. Work may take place in extremely remote
environments and may require primitive camping and living skills for
upwards of two weeks in duration.
The work is performed outdoors in rugged terrain; to include very
steep, wet, muddy, rough, uneven or rocky surfaces; positions
require physical exertions, such as, bending, crouching, stooping,
stretching, reaching, or similar activities. Individuals should be
capable of working alone, or with other people, during early morning
hours, night, or during the day. Work may occur in temperature extremes up to an occasionally exceeding 100F.
At the Merlin, Oregon, location the nature of the duties performed requires access to recreation sites on the Rogue River by raft. Applicants for this location need to have the physical ability for and the experience using rafts and/or driftboats (non-motorized) on class III+ white water rapids, or have the ability to be certified to do so based on technical expertise.
QUALIFICATIONS REQUIRED:You must meet the qualification requirements to be found qualified.
GS-2, Recreation Aid - 3 months of general work experience OR High school graduation or equivalent.
GS-3, Recreation Aid- 6 months of general work experience; OR Successful completion of one year (45 quarter or 30 semester hours) of study above high school; OR A combination of experience and education to meet total experience.
General experience for the 2 & 3 levels: Any type of work that demonstrates the ability to perform the work of the position, or experience that provided familiarity with the subject matter or broad subject area of recreation.
GS-4, Recreation Assistant - 6 months of general and 6 months of specialized work experience. Examples of specialized experience may include assisting in gathering, recording, and compiling a few types of recreation /statistical data and information; conducting recurring patrols of designated low-use recreational areas.; OR Successful completion of two years (90 quarter or 60 semester hours)of study above high school that included at least 12 semester hours of courses related to recreation (e.g., basic psychology, group dynamics, physical education arts and crafts, etc.); OR A combination of experience and education to meet total experience.
GS-5, Recreation Assistant - one year of specialized work experience equivalent to GS- 4 level. Examples of specialized experience may include assisting in review of potential recreation sites and determining extent of development of recreation area; performing educational and information public contacts with recreation users; Answers questions which relate largely to general situations e.g. location of campgrounds, geographic direction use restrictions, camp regulations and established boundaries.; OR Successful completion of a four year (180 quarter or 120 semester hours) course of study leading, to a bachelor's degree with major study or at least 24 semester hours in courses related to recreation or physical education; OR A combination of experience and education to meet total experience.
GS-6, Recreation Assistant - one year of specialized work experience equivalent to at least the GS- 5 level. Examples of specialized experience may include conducting and/or assisting in recreation resource inventories of sites are areas having recreational value; assisting in the signing of public lands such as off-road-vehicle or wilderness signing; recording visitor related incidents; planning and initiating recreation maintenance and management projects.; OR One-half year (13 quarter or 9 semester hours) of graduate education directly related to the work of the position; OR A combination of experience and education to meet total experience.
GS-7, Recreation Assistant - one year of specialized work experience equivalent to the GS- 6 level. Examples of specialized experience may include compiling data from inventories to be used in program planning; preparing or inputting detailed maps and/or overlays on inventory results; meeting with recreational site visitors to point out areas of interest, to advise of the areas recreational availabilities and restrictions, and/or to illicit public concerns and user needs; OR One year (27 quarter or 18 semester hours) of graduate education directly related to the work of the position; OR A combination of experience and education to meet total experience.
Examples of specialized work: Work as a river ranger/park ranger, aid, river guide or assistant dealing with river recreation programs. Experience working with river permit systems, Special Recreation Permits (SRP's), commercial river outfitters, private boaters, both motorized and nonmotorized boaters. Work experience including maintenance, public information, interpretive, customer service and education programs in regards to river recreation programs. Experience leading river trips for a group of people overseeing safety, food, and equipment and logistics. Has at least 3 years of class III+ white water boating (non motorized) experience using rafts and or driftboats.
Group leader, counselor, or similar work in public and private recreation programs for adults or children such as summer camps, local playgrounds, YWCA and YMCA clubs, Boy Scouts and Girl Scouts, urban community centers, or resort recreational activities; teacher's aid in elementary school recreation or physical education program, with emphasis on development of general recreational skills and abilities. Aid or assistant assignments in recreation while on active military service. Aid or assistant in the organization and administration of recreation activities, such as preparing activities calendars, maintaining attendance records, and providing information concerning schedules and activities. Summer aid in a State or national park, with duties related to the recreational activities of visitors to campsites, trails, picnic areas, nature and raft centers, and boating and fishing areas (e.g., demonstrating camping techniques and park safety, conducting nature tours, and overseeing farm animal areas provided for children). Sales or stock clerk in a recreation supplies and equipment shop; aid or assistant in the issuance of authorized property and in the maintenance of inventory control and accountability for such property in a recreation facility; or an aid or assistant in a hotel or resort recreation service, with duties such as setting up areas for games, tournaments, and other organized group recreational activities.
