JOB SUMMARY:
NATIONAL GUARD MEMBERSHIP IS NOT REQUIRED
This position is for a National Guard Non-Dual status (NDS) technician only. The position meets the criteria of the NDS Management plan as follows: The position resides within the infrastructure and supports functions of the state National Guard; the incumbent is not subject to mobilization nor is the work described part of the military mission and the incumbent does not perform a key advisory or essential administration role that is inherently military. For this reason, veterans' preference is not used for hiring and retention. You may disregard any reference to questions or information contained in this announcement pertaining to veterans' preference.
This is position is located at Camp Murray in Tacoma, WA. The purpose of this position is to perform studies of new or modified computer applications, develop a plan to accomplish the needed work, and to perform required programming work.

- Codes, tests, debugs, and documents web-based application programs
- Develops reports on the status of projects for those assigned
- Writes and maintains application operation instructions for assigned programs
- Determines material requirements, hardware capabilities, and overall impact on application systems resources
QUALIFICATIONS REQUIRED:
To qualify for this position, you must meet the basic requirements described below:
BASIC REQUIREMENTS
Information technology related experience that demonstrates possession of each of the four required competencies related to attention to detail, customer service, oral communication, and problem solving. Experience includes but is not limited to: working with hardware configuration, program design and module development and ensuring it is completed accurately and timely; assisting customers in navigating and accessing databases/programs using various interface methods; making recommendations in standard customer support procedures; analyzing program specifications; testing and debugging completed applications; and maintaining user instructions for programs. (Note: This experience must be demonstrated on your resume/supporting documents.)
In addition to the basic requirements, you must also possess:
Specialized Experience: At least one full-time year (12-months) of specialized work experience equivalent to the GS-09 grade level in the Federal service, during which you have:
- identified the IT needs of agency personnel;
- analyzed the IT requirements necessary to meet user needs;
- planned, designed and implemented secure, cost-effective IT solutions that best satisfy user needs and that are consistent with specified guidelines;
- operated and maintained IT systems;
- and developed, implemented, and modified web-based application software.

Education: You have completed three full academic years of progressively higher level graduate education leading to a PhD, or completion of a PhD or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology management or a degree that contains a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. (Must Submit College Transcripts)

Combination: You have a combination of the type of education and experience described which would qualify for this position. (Note: Only graduate level education in excess of 36 semester hours may be used in combination with specialized experience to qualify for this position at the GS-11 level.)
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
