JOB SUMMARY:

The Office of Human Resources (HR) supports the Office of the Director of National Intelligence (ODNI) by managing HR programs, processes, and policies. HR develops and implements effective, efficient, and proactive HR programs, policies, and services in support of the organization's mission and management decisions. HR also develops and implements policies, practices, and processes that ensure the ODNI is supported effectively in the areas of recruitment and staffing, position management, performance appraisal and management, compensation and benefits programs, employee development, and employee relations.
Additional Duty Location Info:
1 vacancy - Northern Virginia
Independently compile, analyze, and present employee and organizational data pertaining to ODNI-wide HR issues that requires the application of advanced HR principles, concepts, and practices, as well as extensive, complex quantitative and qualitative analysis.
Utilize extensive knowledge of the Human Resource Information System (HRIS) to analyze patterns and trends, identify relationships, draw conclusions, and prepare reports and recommendations to facilitate senior management's decision-making.
Serve as an effective liaison between HR and ODNI organizations; listen to and understand the needs of the organizations and make specific recommendations designed to ensure that the HR reporting capabilities meet their needs and support their overall mission.
Plan, develop, and present written and oral briefings to senior-level customers on significant and complex HR issues; explain HR data to non-expert customers and recommend revisions in methods and products in alignment with customer needs.
Plan and conduct formal analyses of the strengths and weaknesses of complex HR data collection, analysis, and reporting systems and processes that require resolving critical problems, or developing new concepts and methodologies that are of major significance to ODNI senior leadership.
Develop strategic and tactical HR plans to support ODNI requirements.
Cultivate and maintain productive working relationships with colleagues, HR experts, and senior leadership to share information of interest, explain the specifics of HR data and, when appropriate, influence and persuade managers to accept and implement findings and recommendations.
QUALIFICATIONS REQUIRED:
Knowledge, Skills, and Abilities Required:
Mastery of HR data management principles, concepts, regulations, and practices and proven consultative skills sufficient to strategically resolve HR data problems not susceptible to treatment by standard methods.
Extensive knowledge of Federal and ODNI HR regulations, policies, and unique authorities in order to address organizational/business issues and questions.
Extensive knowledge of the HRIS system and a demonstrated ability to develop and effectively manage complex HR data requests, assess customer requirements, and identify the appropriate reports and recommendations to meet their needs.
Extensive qualitative and quantitative analytic and critical thinking skills, including the ability to conduct process assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation of HR data analysis and reporting.
Demonstrated ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem solving skills
Demonstrated ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on HR data requirements and issues; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Demonstrated ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.
