This position serves as a Program Manager supporting the Assistant Commandant for Acquisition (CG-9) in Washington, DC. The incumbent serves as an Acquisition Project Manager providing ongoing management of requirements for budget, acquisition, manpower, material, facilities and services. In addition, the incumbent will lead and advise various integrated teams and work groups, provide guidance to activities to meet project milestones, release and manage RFPs, oversee and participate in source selection, timely obligation of funds; as well as facilitate other activities related to the obligation of funds and facilitation of contract actions that support overall project/program execution.
-Support and assess Contracting Officer planning and execution of contract documents.
-Provide Cost Evaluation planning and oversight.
-Manage final technical evaluation of proposals to support contract award.
-Develop Statements of Work for incorporation into contracts and contract modifications.
-Track contracting actions generated by the contractor and the project office.
-Manage the development of cost estimates for contract actions.
-Develop input for Acquisition Plans required for major procurements within the project/program.
-Create Justifications for Other Than Full and Open Competition and Alternatives of Analysis as required.
-Manage the development of GFE schedules and tracting of GFE procurements and delivery.
-Conduct strategic resource planning for project/program execution.
-Coordinate communications in response to questions from entities outside external to the project/program.
-Contribute inventive, new analytical approaches or investigative techniques that are of material significance in the solution of important applied business problems with unprecedented or novel aspects.
-Integrate various study and analysis results into comprehensive briefings, reports and papers.
QUALIFICATIONS REQUIRED:Basic Requirements for GS-14:
One year of specialized experience equivalent to at the GS-13 level in the Federal service.
Specialized experience is experience that has equipped the applicant with a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems related to major acquisition programs and performance-based contracting efforts. Comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of one or more major or non-major acquisition projects. Skill in planning, organizing and directing team study work.
