JOB SUMMARY:

The incumbent serves as the principal advisor in the area of Equal Employment Opportunity (EEO), Affirmative Employment, the Civil Rights External Programs, Alternative Dispute Resolution (ADR), and Diversity Management for the Medical Center. The incumbent is responsible for program development, administration, evaluation and advisory services. The incumbent must exercise a high degree of judgment in analyzing and recommending solutions to problems that adversely affect equal opportunity principles. Assists the Office of Resolution Management and Administrative Judges with investigations and hearings. Serves as the local liaison for all aspects of the facility's complaint processing program. The incumbent serves as technical expert for processing the following Federally-conducted external complaints in accordance with agency policy. Assists VHA Central Office staff with processing complaints. The incumbent serves as technical advisor to the facility's EEO Committee. The incumbent must become a trained and certified National Facilitator, and must conduct EEO Training, including the Prevention of Sexual Harassment, for all managers and supervisors. Incumbent has programmatic responsibility for the facility's Reasonable Accommodation Program. The incumbent is responsible for maintaining a vibrant diversity management program. The incumbent develops an Alternative Dispute Resolution (ADR) Program, which is any procedure or combination of procedures voluntarily used to resolve issues in controversy without the need to resort to litigation. Performs other duties as assigned.
QUALIFICATIONS REQUIRED:
OPM Group Coverage Qualification Standard for Administrative and Management Positions. At the GS-12 level, this position requires 1 year of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities and other characteristics (KSAO's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Creditable specialized experience would have been gained in positions that would have given the applicant knowledge of and ability to apply EEO laws, regulations and policies, provide counseling in regards to EEO programs and requirements and provide guidance and recommendations according to legal and procedural requirements.
You must be a U.S. citizen to qualify for this position.
All employees are required to successfully complete a Special Agreement Check (SAC) prior to employment. Once employed, employees are subject to successfully complete a background investigation in order to remain employed.
