DUTIES:

The incumbent will serve as an office manager providing administrative and clerical support to a manager and is the recognized authority on organizational administrative policies and procedures. Responsible for receiving Processes incoming and outgoing materials such as mail, correspondence, reports, memoranda, and other formsand reviewing incoming mail and correspondence, handles a variety of administrative and confidential files and schedules conferences and meetings.

In addition, as a Secretary you will perform a variety of secretarial and administrative clerical services for an assigned function. Coordinates the administrative and clerical work for the organization. Maintains a calendar for the supervisor, scheduling appointments, meetings, and conferences. Procures office supplies and services. Interacts with members of the staff, organization, and individuals outside of the agency ranging from other government agencies to the general public. Receives phone calls and visitors and refers them to an appropriate individual. Serves as the office liaison for groups associated with the organization.



QUALIFICATIONS REQUIRED:

KNOWLEDGE, SKILLS, ABILITIES (KSA)/COMPETENCIES:

Skill in advising and instructing secretaries in subordinate organizations concerning such matters as directives, reports, correspondence, and telephone procedures.

Knowledge of administrative concepts and practices in order to recommend changes in administrative policies, devise and install procedures and office practices affecting subordinate organizations, and foresee administrative problems and requirements.

Knowledge of organization's substantive programs, supervisor's views, and administrative functions, sufficient to answer routine inquiries on administrative functions and route to proper units.

MINIMUM QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-9 level includes one (1) year of specialized experience equivalent to the GS-8 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-9 level may be met by completion of two (2) years of graduate level education (36 semester/54 quarter hours) or a master's degree with courses such as managerial economics, financial accounting, marketing, business administration, operations management, public administration, management information systems, quantitative analysis, and statistical methods.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Basis of Rating: Agencies have a number of flexibilities in selecting candidates. The same pool of candidates may be referred to a variety of vacancies when a position is open continuously (no closing date) or when a specific position is announced. In order to maximize the number of ways in which an individual can be considered, your application may be rated under any of the three following methods:


1. Category Rating Procedures - this method has been recommended to agencies for use as part of the President's Memorandum on Hiring Process Improvement. In Category Rating, an agency will have no fewer than two rating categories - usually three. They may be named differently but are generally representative of the Most Highly Qualified, Well Qualified and Minimally Qualified. You will be placed in one of the categories based on your answers to the experience and ranking questions and other factors such as:


-Breadth and scope of competencies/KSAs


-Increased levels of difficulty or complexity of competencies/KSAs


-Successful performance on the job


-Level of the job


With the exception of positions which are professional and scientific at the GS-09 (or equivalent) and above, qualified preference eligibles with a compensable service-connected disability of 30-percent or more (CPS) and those with a compensable service-connected disability of at least 10-percent but less than 30-percent (CP) move from the category in which they would otherwise be placed to the top of the highest quality category.


For professional and scientific positions GS-09 (or equivalent) and above will be placed at the top of the category in which their rating otherwise places them.


2. Numerical Rating Procedures - this method is commonly known as the "Rule of Three." Candidates are ranked, based on their score on a structured questionnaire or combination of test scores, questionnaire, and other appropriate assessment methods. For positions which are not professional and scientific, GS-09 (or equivalent) and above, preference eligibles float to the top of the list, in order of preference - that is, compensably disabled preference eligibles first, followed by eligibles who are entitled to ten-point preference, and, subsequently, preference eligibles who have been awarded five additional points to their assessment scores.


3. Direct Hire Authority - a few positions are covered by either an agency or government-wide direct hire authority. This means your application may not be scored at all - but all qualified candidates will be available for the selecting official to consider. Veteran Preference does not apply to these positions. There is no order in referrals to selecting officials. Candidates may be referred in alphabetical order, randomly, or by any other method which ensures that each candidate has an equal chance to be considered for selection.
