The Family Advocacy Program Case Manager (FAP-CM) assists in the development of, and facilitates and conducts a variety of educational, prevention, intervention and treatment programs addressing Family Advocacy issues. The FAP-CM consults with military and civilian agencies in order to carry out the goals of the Family Advocacy Program and the Navy and Marine Corps. The FAP-CM conducts psychosocial assessments on cases involving child and spouse abuse. Conducts interviews with individuals and families involved in child/spouse abuse situations. Provides detailed social histories as appropriate. Develops and implements appropriate treatment plans for victims of abuse or neglect in accordance with decisions of the Incident Determination Committee. Conducts intake interviews for advocacy-related programs. Counsels individuals and families experiencing family violence, emotional abuse and neglect. Provides short term, non-medical individual, marital or family counseling to active duty and DoD civilian clients and/or families who may be experiencing family breakdown and coordinates referrals to appropriate community agencies. Conducts interviews, counsels, and processes case management tasks according to recognized professional techniques and procedures in order to assist clients' attempts to effect changes, make decisions and resolve problems while maintaining client privacy and confidentiality according to legal and CAP requirements. FAP-CM is available for follow-up, and on a rotating on-call basis, to provide crisis intervention after regular work hours when required and/or appropriate. Facilitates/conducts workshops/classes on Family Advocacy issues for community groups, commands, troops and special interest organizations. Performs CAP and FAP Quality Assurance duties including establishing appropriate clients records, required statistical reports, accurate client and CRC reports, documents and correspondence, case histories and assessments, progress and summary notes in compliance with CAP requirements. Prioritize work goals by analyzing current caseload. Provides oversight, training and supervision of interns through co-counseling and evaluation of skills and techniques employed. Coordinate liaison and referral services between PMO, NIS, SJA, Spouse Abuse Shelter, U.S. Naval Hospital and other appropriate community resources.
QUALIFICATIONS REQUIRED:

Basic Requirement:
Counseling Psychology (YA-180-02): Satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
Clinical Psychology (YA-180-02): Satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
Social Worker (YA-185-02): Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible.
In addition to meeting the basic requirement, applicants must meet the following
Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent under the General Schedule (GS) or other pay systems. Quality of experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position being filled.
OR
Education Substitution (directly related education) : Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
Specialized Experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

Education:
To qualify based on education or combination of experience and education, applicant must submit a copy of the college transcript. At the time the education was obtained, the entire institution, applicable school within the institution, or the applicable curriculum was appropriately accredited by the U.S. Department of Education. Education completed outside the U.S. must have been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
Combined Exp & Education A combination of education and experience may qualify you for this position.
SELECTIVE PLACEMENT FACTOR: Applicants must meet TIER II requirements as documented in SECNAVINST 1754.7A which includes: Providers who are state licensed or state certified (or were granted a license or a certificate by a U.S. Territory) to provide independent clinical care. These providers are eligible to apply for clinical privileges to functions as independent practitioner. Must possess a current, valid, unrestricted license or certification which grants independent status to be eligible for professional staff appointment with clinical privileges. Must meet the following requirements:
* State license or state certification requirements that provide legal authority to provide clinical services as an independent practitioner.
* When the state licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination
* Have engaged in 2 years (which includes at least 2000 hours) full-time, post-masters supervised clinical experience.
Background Investigation: If selected you will need to successfully complete a background security investigation.
Drug Testing: In accordance with Executive Order 12564, applicants selected for this position are required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is a drug-testing designated position subject to random testing for illegal drug use. Further, all Department of Navy employees may be subject to drug testing under certain circumstances such as reasonable suspicion and after an accident or unsafe practice. All individuals will have an opportunity to submit medical documentation that may support the legitimate use of a specific drug to a Medical Review Officer. An applicant's test results will be provided to the selecting official and the servicing Human Resources Office before a final selection is made. A verified positive drug test result of a current Department of Navy employee will also be provided to the employing activity/command.
Special Employment Programs: If claiming 5-point veterans' preference, a DD 214 must be submitted. If claiming 10 point veterans' preference, both a DD 214 and SF 15 must be submitted.
Travel: Work is usually performed in office setting, but may entail visits to other organizations and facilities.
Work Conditions: The work is mostly sedentary but some walking, bending, carrying books, climbing and driving is required to carry out programs throughout the community. Due to the nature of work in this position, the incumbent may serve in an “on call� duty status outside of normal work hours that includes: remaining in a reasonable call back radius, carrying a cell phone or pager, or regularly checking email to respond to emergencies; remaining in a status of readiness to perform work with limitations on pursuing outside leisure activities, and/or reporting to a designated post of duty to be ready or to perform work.
