This announcement will be used to fill positions under the Expedited Hiring Authority for Acquisition Positions. Acquisition positions are those that the Department of Defense has deemed as shortage positions to which agencies can recruit and directly appoint qualified persons. This announcement is open to accept resumes from candidates interested in helping Tinker Air Force Base meet our mission requirements for the acquisition of systems, equipment, facilities, and services. The primary purpose of these positions is to develop Economic Analyses (EAs), Program Office Estimates (POEs) and sufficiency reviews for acquisitions of weapon system modifications, logistics, facilities, processes, and other areas with probable expenditures in excess of millions of dollars that will have a significant impact on the Oklahoma City Air Logistics Center (OC-ALC).Incumbents prepare Life Cycle Cost (LCC) and Operating and Support (O&S) cost studies in response to requirements from ALC staff and Air Force Materiel Command.Incumbents develop/design estimating parameters for these analyses/studies to include all Cost Analysis Improvement Group (CAIG) categories of cost such as depot maintenance, sustaining investment, depot non-maintenance, etc.
QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE
Applicants must have at least one year of specialized experience equivalent to Federal service at the GS-11 (or equivalent grade level, pay schedule, pay band, etc.) level.Specialized experience is defined as independently analyzing, interpreting and developing cost data, cost comparisons, and economic analyses to determine resource requirements and cost effectiveness of multiple programs such as weapon systems, facilities, and processes, and providing management consultation on studies and analyses.
The description of your work experience in your application (OF-612, or other acceptable written format) must clearly demonstrate that you have gained and currently possess the following knowledge, skill, and abilities to satisfactorily perform the duties of the position being filled:
1.Skill in analyzing a variety of complex information to provide cost comparison studies and analysis of a data and ability to recommend proper methods, techniques and factors used in cost analyses.
2.Knowledge of multiple financial management and cost analysis policies, regulations, procedures and laws.
3.Skill in developing cost estimating relationships and cost models and ability to apply techniques such as regression analysis and cost sensitivity analysis to conduct major studies and/or resolve cost problems.
4.Ability to communicate effectively with managers, contractors, and journeymen to participate in workshops and seminars, obtain data, discuss policies/procedures and brief/report status of findings regarding cost analysis programs.
5.Ability to communicate effectively in writing to prepare documentation and final reports, charts and briefings.
OTHER SIGNIFICANT FACTS
Physical Demands: The work required occasional extensive walking in industrial areas pursuant to performing special studies/projects.
Working Environment: The majority of work is performed inside an administrative area. There is occasional exposure to outside areas during heat, cold, or inclement weather. Incumbent may be required to be around fumes, conveyors, etc., in an industrial area during special studies.
These positions have been designated as acquisition positions and are covered by the Acquisition Professional Development Program (APDP).The positions are classified as Business-Cost Estimating (BUS-CE), Level II.The positions require that, within four years, the incumbent must have a Baccalaureate Degree in any field, plus 3 semester credit hours from a calculus course, and 21 semester credit hours in any combination of the following fields of study:operations research, economics, mathematics, chemistry, physics, or other sciences where the utilization of advanced mathematical skills in geometry, trigonometry, statistics, probability and/or quantitative analysis.The candidate will have four years to complete any educational shortfalls for the BUS-CE Level II certification.Tuition assistance may be available, but is not guaranteed as a benefit for completing required courses.Allowance of official duty time is not authorized for completing educational shortfalls.
The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft.
Employee is expected to meet Continuing Acquisition Education requirements.
