JOB SUMMARY:

Some of these positions will be covered under the Personnel Demonstration Project (DEMO) that provides a broad banding classification and pay system.  These positions are equivalent to the GS-5, GS-7 and GS-9 levels.   Positions will be filled under the General Schedule or the DEMO pay project.

Positions will be filled under the Federal Career Intern Program.  Selectees will be given an Excepted Appointment under Schedule B.

PURPOSE  This announcement is issued to establish a register that will be used to fill vacancies as they arise.  These positions will be filled as trainee positions with a target to the full performance GS-13 or ND-04 (GS-12/13 equivalent).  Candidates selected for a trainee position may be non-competitively promoted to the next higher grade level upon satisfactory completion of training, meeting qualification requirements, and at management's discretion.  Positions will be filled at the GS-5, 7, or 9 or ND-II or III levels.

Candidates found eligible under this announcement will be placed on an inventory that will be used to fill permanent positions throughout the NavalSurfaceWarfareCenter, Carderock Division.  The majority of our vacancies will be filled at our facilities in Bethesda, MD, Philadelphia, PA, and Norfolk, VA.  This list will also be used to fill vacancies at other locations throughout the United States.  Candidates should indicate which location they wish to be considered for.  Applicants will receive consideration for all locations unless otherwise requested.

The position is located at the Carderock Division, NavalSurfaceWarfareCenter.  The Division conducts research, development, test, evaluation (RDT&E), fleet support and in‑service engineering (ISE) in support of hull, mechanical and electrical (HM&E) systems for both surface and undersea naval vehicles, and for logistics.  The Division is also chartered to provide support to the U.S. Maritime industry.  The technical programs encompass a wide range of maritime sciences and technologies which include: vehicle concept innovation; vehicle design, construction and maintenance; hydrodynamics; structural and fluid mechanics; vehicle controls, electrical power distribution and propulsion; machinery acoustic silencing; acoustic and non‑acoustic signature control; survivability/ vulnerability; materials development, fabrication and preservation; energy conservation; pollution abatement and environmental sciences; aerodynamics; mathematics and computer science; and, logistics. 

The entry level engineer will be assigned to a specific organizational element within the R&D Directorate and will be responsible to perform the duties as they pertain to that element.  S/he will assist higher graded engineers and/or scientists in limited phases of program project management and/or complex engineering/technical/R&D/T&E tasks for assigned systems and equipment.  Work performed supports the planning and execution of research development, investigations, analyses and/or testing to determine design and performance requirements; to identify deficiencies and/or provide improvements in design, affordability, operation, maintenance, safety, and supporting technical and logistics documentation.



QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS For Engineering positions:



A.       Degree:  professional engineering.  To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) static's, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science of physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B.      Combination of education and experience—college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.  The adequacy of such background must be demonstrated by one of the following:



  1. Professional registration---Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.  Absent other means or qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.  For example, an applicant who attains registration through a State Board's eminence provision, as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2.     Written test----Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam and Puerto Rico.

Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at ND-2 level.  Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program.  Applications for positions that involve highly technical research, development, or similar functions requiring an advances level of competence in basic science must meet the basic requirements in paragraph A.

Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence.  The adequacy of this background must be demonstrated by passing the EIT examination.

3.       Specified academic courses---Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.  The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

4.       Related curriculum---Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.  Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive).

Students who have completed all the requirements for or are candidates for the bachelor's degree from an accredited college or university within nine months may be rated eligible for ND-2 or GS-5 level.

GS-7:  Students who have completed all the requirements for or are candidates for the bachelor's degree from an accredited college or university within nine months may be rated eligible for GS-7 provided they meet one of the requirements below: 

     -  One full academic year of graduate level education in an appropriate field; or

    - 52 weeks of professional experience in an appropriate field comparable in difficulty and responsibility equivalent to the GS-5 level work in the Federal service (if you have a professional engineering degree, up to 12 months or appropriate experience gained as a technician or technologist equivalent to the GS-5 level or higher may be credited in qualifying for GS-7 engineer);

      - Successful completion of a 5-year program of study (i.e. one designed to be completed in no less than 5 years) of at least 160 semester hours leading to a Bachelor's Degree in engineering in an accredited college or university; or

      - One year of appropriate student trainee experience in a cooperative work-study curriculum; or

     -  Completion of all requirements for a bachelor's degree that, by itself, is fully qualifying for the position (not a BS in engineering technology) which meets one of the following Superior Academic Achievement standards:

        (1) A standing in the upper third of your class or major subdivision at the time you apply;

        (2) A grade average of "B" (3.0 of a possible 4.0) or its equivalent for all course completed at the time of application or during the last two years of your undergraduate curriculum;

        (3) A B+ (3.5 of a 4.0) average or its equivalent for all courses completed in a qualifying major field of study at the time of application or during the last two years of your undergraduate study;

        (4) Election to membership in one of the national honorary societies (other than freshman societies) that meet the requirements of the Association of College Honor Societies.

ND-III or GS-9:  Two years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in a related discipline or 52 weeks of specialized experience equivalent to the next lower level (ND-II/GS-7). 

SPECIALIZED EXPERIENCE: One year of experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of this position. Professional engineering experience is defined as non-routine engineering work which requires:  (1) professional ability to apply scientific methodology to engineering problems; (2) comprehensive, in-depth knowledge of the mathematical, physical and engineering sciences which characterize a professional engineering curriculum; and (3) continuing intensive development of professional knowledge and ability.  Professional work in engineering, like that in other fields of science, is marked by continuing personal effort to keep abreast of the advancing and changing discipline.


FOREIGN EDUCATION: To receive credit for education outside the U.S., you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs.
