- Analysis of behavioral, social science, and economic factors associated with health care programs and expenditures, and development of explanatory and predictive models taking these into account.  

- Measurement, analysis and projection of Health Care Financing Administration (HCFA) program expenditures under current and proposed law, and of the national context for these expenditures.

- Development and implementation of methodologies to analyze economic problems related to health care financing.

- Analysis of health expenditure, health indicators and related areas, such as:  Governmental, business and private expenditures and the burden these impose upon their resources; trends in expenditures and sources of funding for specific services and the impact of policy changes on this spending; effects of overall economic conditions on health sector employment, wages and process; the amount of and reasons for geographic differences in health spending in the U.S.; factors accounting for growth in health care costs; and the changing sources of health care insurance and employers' roles in supplying coverage to workers and their dependents.

- Interprets technical data and prepares briefing material and reports on issues such as those identified above, for use by CMS, the Executive Branch, Congress, and the media.

QUALIFICATIONS REQUIRED:MINIMUM QUALIFICATION REQUIREMENTS:

BASIC REQUIREMENTS:
Applicants may qualify for Economist positions by meeting the
requirements described in either paragraph A or paragraph B below.

Paragraph A

Degree: economics, that included at least 21 semester hours in
economics and 3 semester hours in statistics, accounting, or
calculus.

OR

Paragraph B

Combination of education and experience--courses equivalent to a
major in economics, as shown in A above, plus appropriate experience
or additional education.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE,
applicants must meet one (1) year of specialized experience as listed
below.

SPECIALIZED EXPERIENCE:
Specialized Experience is experience which has equipped the applicant

GS-12:: Examples of qualifying specialized experience

of difficulty and complexity of the GS-11 grade level in the Federal
