JOB SUMMARY:
As a Fire Protection Engineer in the Fire Protection Engineering Branch of the Capital Improvements Business Line, Naval Facilities Engineering Command, Atlantic Engineering and Design Division, you will provide expertise in all aspects of fire protection engineering for shore based facilities throughout the United States and overseas.
Responsibilities include providing a full range of specialized fire protection engineering services related to the design, construction and maintenance of a wide variety of U.S. Navy and Marine Corps facilities throughout the NAVFAC Atlantic region that encompasses the Continental United States, Europe, the Caribbean, parts of Africa, the Middle East and other areas as assigned.

- Performs fire protection designs for new Department of Defense facilities or for the rehabilitation of existing facilities as the Engineer-In-Charge or Lead Fire Protection Engineer for complex projects and is responsible for the fire protection engineering aspect of engineering/architectural work products produced in-house.
- Provides technical expertise, guidance and advice to officials, architects, and engineers on establishing and administering fire protection plans and designs.
- Prepares and processes technical reports and surveys on critical highly complex fire protection engineering matters which influence current and future regional programs.
- Participates in the development of engineering criteria and technical guidance related to the planning, design and construction of facilities for the Department of Defense.
- Participates in the development of processes, tools, and training initiatives relative to the fire protection technical discipline to be used across NAVFAC Components and Business Lines.
QUALIFICATIONS REQUIRED:
I. BASIC QUALIFICATIONS FOR ENGINEERS:
To qualify for engineering positions with the Federal government requires successful completion of the basic requirements in A or B below.
A. Bachelor's or higher degree obtained from an accredited college or university in fire protection engineering or other related engineering degree. To be acceptable, the curriculum must:
(1) Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR
(2) Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration: Current registration as a professional engineer in the discipline of fire protection engineering by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the Fundamentals in Engineering (FE) examination administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam.
3. Specified Academic Courses: Successful completion of at least 60 semester hours in the physical, mathematical, and engineering sciences and in engineering, which included the courses specified in paragraph A(2) above. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, such as physics, chemistry, architecture, computer science, mathematics, or hydrology may be accepted in lieu of a degree in engineering, provided the education was supplemented by at least 1 year of professional engineering experience in the discipline of fire protection engineering acquired under professional engineering supervision and guidance.
NOTE: ALL CANDIDATES MUST SUBMIT DOCUMENTATION TO SUPPORT THEIR POSSESSION OF THE BASIC EDUCATION REQUIREMENTS.
II. SPECIALIZED EXPERIENCE:
In addition to meeting the basic qualifications for engineers, applicants must also have at least one full year of specialized experience, equivalent to the GS-12 in the Federal service that included devising engineering solutions to complex problems concerning fire protection design, systems and equipment; managing, testing, and evaluating fire protection engineering portions of new construction or renovation projects with diverse hazards and operational requirements; developing and proposing changes in design, engineering, cost estimates, program implementation methodologies and planned operating procedures in order to enhance fire protection capabilities; applying, interpreting, and enforcing complex fire protection codes and criteria requirements; conducting assessments of new designs, special materials, programs and operating methodologies to define the effects on building fire safety; utilizing advanced fire protection engineering and design software; and planning, organizing, and conducting fire protection engineering surveys of facilities.
III. CERTIFICATION REQUIREMENT:
In addition to meeting the basic qualification requirement for engineering positions and the specialized experience requirement, applicants must also have passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES). Applicants who do not meet these professional registration requirements will be rated ineligible (MUST submit proof of professional registration).
This is a DAWIA Level II position. Applicants must also be able to obtain and maintain a DAWIA Level II certification within 24 months from when they are appointed.
