JOB SUMMARY:The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives.  The IHS provides a comprehensive health services delivery system for American Indians and Alaska Natives with opportunity for maximum tribal involvement in developing and managing programs to meet their health needs.

Responsible for assisting the Contract Specialists in the various aspects of procurement development: planning sealed bidding and contracting by negotiations, contract administration and contract closeout. Incumbent is responsible for assisting in the procurement of commodities, medical services and sanitation facilities construction in supporting four Service Units and various clinics as well as two two urban areas.

*Assists Senior Contract Specialist with assigned contractors and programs in acquiring long term planning information and in preparing required acquisition, planning documentation.
*Assists in the preparation of solicitations once determination by the Senior Contract Specialist has been made regarding methods of procurement and specific provisions and clauses will be utilized.
*Assists in analyzing bids and proposals and responsibility reviews with a great deal of supervision.  Recommends award of contracts after thorough review to a Senior Contract Specialist.   
*Administers assigned contracts with specific day-to-day supervision.  
*Assists in closing out contracts with specific supervision from a Senior Contract Specialist. Performs other duties as assigned.

QUALIFICATIONS REQUIRED:All applicants must meet the qualification requirements of this position by the closing date of the job announcement.

Specialized Experience: For GS-05, you must have one year of experience equivalent to the GS-04 level that included duties such as: Experience which is in or related to policies/regulations assisting with contract negotiations, contract administration and contract close outs.
Your education may be used to substitute specific educational and/or work requirements.

Your education and work experience may be combined to meet the qualification requirements of this position.
